Senior Accountant at Municipal Development & Lending Fund (MDLF) funded by the World Bank (WB) & France Agency Development (AFD)

The main objective of the project is to encourage the flow of financial resources from the Palestinian Authority and various donors to the Palestinian local government units (LGUs) and other local public entities to improve the delivery of local infrastructure and municipal services.

Responsibilities and Duties:

  • Coordinates with MDLF Financial and Administrative manager disbursement procedures according to donors’ rules and the provisions of the Grant Agreements;
  • Oversees the daily financial operations and monitors the expenses and the costs for each contract, including the AFD, the EC, and the World Bank funds.
  • Monitor the project Designated Account of each donor and ensure receipt and review of statements of the Designated Accounts including the preparation of the monthly accounts reconciliations;
  • Record project financial transactions in the accounting system;
  • Participate in the preparation of the annual project budget,
  • Ensure coordination with the Local authorities and follow on receiving the approved budgeted transfers to cover eligible project expenses;
  • Track payments of any financial obligations related to the grant;
  • Preparing the interim unaudited financial reports and any other reports or statements requested by any financing partner;
  • Verify disbursement information in signed contracts against the Grant Agreements (the disbursement schedule and disbursement letter);
  • Prepare Withdrawal Applications (WA) and obtain authorizing signatures.
  • Prepare Statements of Expenses (SOEs) supporting WAs;
  • Track disbursements of ; Monitor project expenditures and costs (local and foreign); Submit annual audited financial statements and management letter to each financing partner;
  • Properly filing and archiving the records and official documents of the project and ensure efficient access for audits; and Ensure proper and timely planning for annual project financial contributions.
