Summary

Ms. Quossous is an economic growth expert with 26 years of experience in leading multi-sectoral projects. Her technical expertise includes market systems development, strengthening the business enabling environment, economic reform, increasing access to finance, private sector development, investment promotion, Public Private Partnerships, government and municipal reform, and policy development. She led and supported strategic studies aimed at enhancing private sector participation in essential services, including solid waste management and sustainable water resource management. Her engagements have involved capacity building, institutional assessments, operational analysis, and strategic framework development for privatization and Public Private Partnerships implementation. Throughout her work experience, she worked closely with the public and private sectors, and provided project management and implementation support to projects funded by USAID, MCC, EU, GIZ and the World Bank. Her projects have achieved significant results including job creation, expansion of financial services and lending products; and strengthened business enabling environment for enterprises to promote economic growth , resources efficiency and conservation, and employment opportunities. Currently, she is the Deputy Chief of Party of the USAID Municipal Support Program in Jordan, implemented by DAI. She is overseeing and supporting technical implementation of activities related to strengthening local administration, service delivery, and increasing capital investment, supporting Ministry of Local Administration (MOLA) and municipalities, enhance climate resilience and reduce emissions. The support aims to catalyze local economic opportunities, create jobs, enhance service delivery, strengthen municipal systems operations, increase access to finance, strengthen climate change resilience, and support renovation and construction of fixed assets. Previously, Ms. Quossous held the position of Deputy Chief of Party/Commercial Sector Lead under the USAID funded Recycling in Jordan Activity (JRA) program, implemented by Chemonics International. In this capacity, she was overseeing technical implementation of the project activities applying an inclusive market systems approach to increase commercial sector utilization of recycling services in greater Amman. She oversaw implementation of activities related to expanding and improving private sector-Led recycling services, improving business performance and profitability of private sector recyclers, expanding recycling services, increasing demand for and use of recycling, strengthening linkages between the commercial sector and recycling service providers and strengthening the business enabling environment for recycling. Previously, she led the “Business Enabling Environment and Partnerships” Component under the five years USAID funded “Building Economic Sustainability Through Tourism Project (BEST)”, implemented by Chemonics International. In this capacity, she managed a portfolio comprising of supporting investment promotion, economic development, increasing access to finance, policy and legislative reform, institutional development, enterprise development, and public-private partnerships. Her work under BEST in promoting tourism incentives across the country has benefited more than $435 million worth of new and existing tourism businesses, and efforts to improve access to finance for tourism businesses has led to more than $11 Million of increased tourism lending (total $27 million worth of investments in tourism). Before that, Ms. Quossous managed and delivered programs in areas of institutional strengthening, Public Private Partnerships, enhancement of the business environment, economic development, capacity building, supporting water utilities, and municipal reform. Between 2007 and 2009, she held the position of Component Leader/Senior Technical Advisor of “Public Private Partnerships (PPPs)” under the Jordan Local Governance Development Program implemented by ARD Inc., funded by the Millennium Challenge Corporation (MCC) and administered by USAID. Under her leadership, she facilitated community-led municipal investment and service delivery improvement initiatives to support local economic development and supported nine municipalities in identifying municipal PPP projects in consultation with businesses and stakeholders. She directed the design of PPP strategy for three municipalities and trained over 200 municipal employees on municipal PPPs. Ms. Quossous is a strong communicator, and her ability to engage counterparts, associations, and government entities has led to critical partnerships that have directly contributed to the success of the projects she has worked on. Ms. Quossous strengths come in issues understanding, conceptualizing solutions, strategic thinking, programs’ design and management, engagement of clients and stakeholders, and working with multidisciplinary teams. In the water sector, she has worked on a range of projects involving water supply, sanitation, wastewater management, and climate resilience. Her roles have included policy development, technical project management, and coordination with government agencies, the private sector, NGOs, and international donors. She has supported initiatives aimed at improving water access, increasing efficiency, and implementing nature-based solutions and integrated water resource management (IWRM). In the private sector, she collaborated with engineering firms, technology providers, and consulting companies to deliver innovative solutions for water infrastructure, environmental compliance, and corporate sustainability. Her work has spanned business development, project execution, and partnership building, with a strong emphasis on aligning commercial strategies with environmental and social outcomes. This cross-sectoral experience enables her to bridge the gap between public needs and private capabilities, fostering collaborative approaches to solving complex water-related challenges.
