Summary

Public Finance Management Expert with relevant international experience in Civil Society Progress, Democracy, Excluded Groups and Economic Governance and Decentralization. I also possess experience in MTEF (Government mid-term financial planning) and in IFMIS design and implementation. I possess above 8year experience in the implementation of civil society-related projects as a consultant and influencer in topics such as (i) training; (ii) inclusive legislation and access to legal institutions; (iii) budget support activities and programs; (iii) public sector financial management and mid-term financial planning and (iv) PPP frameworks and operations. During the professional work I have interacted with majors and governors to organize citizens' participatory exercises, and with ministers and ambassadors. Between Y1988 and Y2000 I also, have worked for the USAID in Guatemala and Kazakhstan and consulted for the World Bank in 9 countries of Central America, South America, and Eastern Europe (Moldova, and Latvia.) Between Y2000 and Y 2019. I have worked on USAID-funded projects in Montenegro, Iraq, Mozambique, Tunisia, and El Salvador. He (Ricardo) consulted for DFID (UK Government aid office) in Afghanistan in Y2004 and Y2012. Since Y2018. I have also, consulted on European Commission-funded projects in Afghanistan. My experience includes drafting and promoting legislation and institutional commitment including the organization of crowdfunding projects (Berlin conference for Afghanistan in 2004 and Tunisia's proposal for the G20's compact for Africa in 2017.) I have participated in the introduction and improvement of monitoring and evaluation--M/A--of budget programs in education, health, and social protection and decentralization. Also, Ricardo has relevant experience in CAPEX (Government's capital investment management) including evaluation of internationally funded development projects (output, outcomes, and impact) and other performance-related public sector projects, including transportation and energy. I have consulted on structural reforms implying citizens' participation (citizens' budget) in both Government current and capital investment budgeting. In addition, I have performed as a team leader for groups of between 8 and 160 team members in development aid projects for multilateral institutions in financial transformation (computerization) projects and near to ground zero capacity building in financial management for provincial Governments (2005/11. Iraq.) I am a smart data analyst with above 20year of experience analyzing fiscal and macroeconomic data in diverse countries for international organizations and governments and preparing econometric and other analytical models. I possess close to a native level of English (written, read, and spoken,) a native level of Spanish and advanced levels of Portuguese, and French. On the administrative side I am: (i) an organized manager with training in project management; (ii) Good with deadlines; (iii) a Team player; (iv) attentive to detail and (v) a persuasive communicator. Ricardo has participated in the preparation of grants by the USAID and in proposals for EU commission projects. I have also performed as a personal adviser to one US Ambassador--Iraq 2015/16--on diverse economic reform topics and the same for several ministers of finance including negotiation of monetary programs with the IMF (Montenegro 2002/03.)
