Senior Democratic Governance (DG) programs manager and Chief of Party in areas of: Rule-of-Law (anti-corruption and justice reform), Citizen Security (integral models for crime and violence prevention), local governance and community development in conflict, electoral processes and civil society strengthening. Deep and broad experience includes design, management and implementation of complex multi-stakeholder programs in conflicted or post-conflict transition countries: Honduras (1992-96, again 2014-2015), Dominican Republic (1997-2002, again 2015 - present), USAID/Nepal (2002-2004), USAID/Colombia (2004-2007), USAID/Afghanistan (2007-2009), and with USAID/Russia ( 2010 – April 2012), and Azerbaijan (April 2012 - August 2013). Unique combination of civilian and military experience built on experience as US Army Officer, commander and foreign area officer specializing in Latin America. Duties included accredited joint service officer with successful multi-agency & multi-national liaison, (federal credentials and “badged” officer as Senior Agent in Charge (SAC) / Officer in Charge (OIC) for a high profile and sensitive INSCOM effort requiring joint operations and liaison with – variously – USG law enforcement entities, including the Florida DEA, national and local ATFs, FBI, national and local INS offices, US border patrol officials, and USAF OSI, among others).
