A multi-lingual (English, Portuguese, French, Russian) procurement and supply chain management (PSM) and project management specialist with more than 20 years of professional experience in providing technical assistance and advisory in defining supply chain strategic plans and developing action plans for HIV/AIDS, malaria, tuberculosis, and other health-related commodities in developing countries, providing capacity building, and coordinating PSM activities. Extensive experience with global level of pharmaceutical policies and practices as team leader and senior expert in health systems evaluation / implementation (policies and services), quantitative and qualitative reviews and report writing, including technical leadership, expertise, and capacity building across 20 countries of which 17 are low and middle-income. Strong knowledge of health products specifications and quality assurance systems, WHO and national policies, guidelines and strategic plans for HIV/AIDS, malaria, tuberculosis, and other health- related commodities, including USAID/PEPFAR, PMI, UN, World Bank, EU, Global Fund policies and best practice, and different national public procurement procedures.
