Saad PARACHA, has more than 19 years of professional experience in development finance, project preparation and management, regional cooperation, policy dialogue, high-level institutional coordination, and sectoral work focusing on service delivery, public management reform, and trade facilitation. He has been associated with ADB since 2008. He has worked with one of ADB’s largest client countries processing and managing projects and supporting country strategy and programming work. He has remained part of regional cooperation initiatives in Central and West Asia and possesses good understanding of issues and opportunities in transport, energy, and trade sectors of the countries located in the region. Prior to joining ADB, he worked for five years with the United States Agency for International Development (USAID) managing a portfolio of around $100 million focusing on governance and economic growth. He started his career with the Government of Pakistan where he held various positions in the Ministries of Finance, Economic Affairs, and Industries with a predominant focus on policies and strategies relating to development finance. He has been selected as Chevening Fellow by UK’s Foreign & Commonwealth Office, International Policy Fellow by the Open Society Foundations in Hungary and Democracy and Development Fellow by the Stanford University, USA. He holds M.A. in Public Administration from Pakistan and Post-graduate Diploma in Development Studies from Japan. In his current role, he supports ADB operations and client countries on resource mobilization from bilateral and multilateral partners for sovereign projects and programs by identifying sources and advising on appropriate modes and structures involving grant financing or concessional loans; drafting, processing and administering cofinancing and trust fund agreements.
