Summary

Dr. Samuel Schueth is a social scientist with 15 years of experience leading monitoring, evaluation, research and learning (MERL) and the design, implementation, and analysis of quantitative and qualitative evaluations in developing countries and fragile states. He provides expert business development, consulting and analytical services for producing actionable knowledge to guide programming strategy. He leads teams implementing all stages of evaluation design and implementation, through crafting proposals, formulating questions, the designing data collection instruments, sampling, fieldwork, analysis and reporting. Among other projects, he has designed M&E systems and performance management plans for large USAID projects, surveyed mobile money deployments in Africa and Asia, quantified the impact of governance and stabilization programs, implemented surveys to inform women’s empowerment, economic growth, and the delivery of education, health, and agricultural services, designed indices of business confidence and competitiveness, and evaluated the effectiveness of counter-narcotics and countering violent extremism (CVE) communications campaigns. Dr. Schueth holds a Ph.D. in Geography from the University of Minnesota, USA.
