Summary

Saul is a seasoned global and public health leader, who has experience in designing, and implementation of international health and development programs, driving strategic direction, defining deliverables, aligning resources, and leading programs to successful completion. Saul is an experienced pharmacist, public health logistician and systems and data scientist with a niche utilizing evidence based programing to strengthen health systems. With more than 20 years of health systems strengthening at senior level in the developing world, Saul has expertise in all global health areas as a technical expert and program manager in malaria, tuberculosis, HIV/AIDS, reproductive and maternal and child health programs in Sub-Saharan Africa. As a program director, commodity supply chain and health systems strengthening expert, Saul understand public health program management and implementation very well. Saul is credited with designing, building and strengthening national supply chains systems in Sub-Saharan Africa as both part of government and as technical assistance to governments and development partners in startups, closeouts, transitions and re engineering. Saul is currently the Program Director at PSI South Sudan for the GFATM Malaria program. Before this Saul was the Country Director at Chemonics in South Sudan managing the GHSC-PSM project for 2 years. Saul also served as the Technical Director for the GHSC-PSM project in Rwanda managed by Chemonics International Inc., prior to this he was the Country Director for the USAID|DELIVER and SCMS projects in Rwanda under JSI, and before this, he served as the Principle Technical advisor Supply Chain operations/ Deputy Chief of Party for the SURE project in Uganda after 4 years as a Country Director for the SPS project in Uganda under MSH. Saul has managed, developed, monitored, and evaluated national health programs in the East Africa region for over 15 years in HIV/AIDS, Malaria, maternal, child and reproductive health and Tuberculosis. He has additional experience in management information system project management for health and logistic system for primary healthcare and central supply chain agencies and end to end supply chain management and system strengthening across all levels of health systems. Saul has worked with and collaborated with the major donor agencies in the health sector including PEPFAR, USAID, CDC, Global Fund/UNDP, UNFPA, DFID, Bill and Melinda Gates foundation, World Bank and others which has helped improve the lives of many persons throughout Africa. Saul is a PhD fellow (System Dynamics policy design, analysis and project evaluation). Saul has worked in the fields of pharmaceutical public health management, supply chain, logistics systems, pharmacoeconomics; pharmaceutical policy and procurement and is acclaimed for quick turnaround of projects and innovations. Saul expertise in modeling and data analytics tools including STELLA and Vensim modeling software and XLSTAT and SPSS data analytics software.
