Silas is a Monitoring and Evaluations Specialist, whose wide experience in research, value chains development, projects evaluation and market systems practice covers agriculture, financial inclusion and climate resilience projects. Holder of a Masters Degree in Research Methods, Certificate in Applied Statistics (University of Reading) alongside a Bsc in Agriculture & a certification in the Donor Committee for Enterprise Development (DCED) Standards for Results Measurement and Impact Evaluation (Wageningen, Netherlands), Mr. Ochieng has over 12 years of overall professional experience, in the design, oversight and implementation of Impact Evaluations, Establishment of Results Based Monitoring and Evaluation of Market Systems programmes, including the establishment of the Results Measurement plans, Programmes Theory of Change, Log frames & Value for Money measurement frameworks. Since April 2019, Silas has been working on a DFID investment focused programme, Commercial Agriculture for Smallholders and Agribusiness in Malawi, Uganda and Nepal as the Regional Monitoring & Results Measurement Manager. Previous to this (2015-2019), he worked as the Research, Monitoring and Evaluations Manager at DAI -Europe on a DFID funded M4P programme; Promoting Inclusive Markets in Somalia that supported private sector SMEs attract GBP 14 million additional investments & 50,000 SHFs increasing incomes. He also served as the Research, Monitoring and Adaptation Manager at Value Chain Finance Centre (Supported by both USAID-FIRM and FSD Kenya) whose aim was to strengthen agricultural value chains in Kenya by catalyzing access to sustainable financial services for SMEs and Rural Economies. He also worked on Food Security Programmes at the World Agroforestry Centre (Climate Change Adaptation and Food Security programme-CCAFS) that covered 14 countries across Africa. Silas has conducted short-term consultancies in topical areas that have included agricultural value chain studies for IFAD-Micro Finance Unit in Swaziland plus other agriculture related projects in Somalia, Uganda, Malawi, Sudan and Tanzania
