Mr. Ochieng is a Kenyan Market Systems Development Specialist with 13 years of professional experience in Monitoring, Evaluation, and Learning and project management for multi-year programmes funded by international donors and agencies including; USAID, DFID, SDC and the Gates Foundation. Holder of a Master’s Degree in Research Methods & currently pursuing a PhD in Agricultural Economics, Certificate in Applied Statistics (University of Reading) alongside a Bsc in Agriculture & a certification in the Donor Committee for Enterprise Development (DCED) Standards for Results Measurement and Impact Evaluation (Wageningen, Netherlands). Mr. Ochieng has a wide experience, in the design, oversight and implementation of Impact Evaluations, Establishment of Results Based Monitoring and Evaluation of Market Systems programmes, including the establishment of the Results Measurement plans, Programmes Theory of Change, Log frames & Value for Money measurement frameworks. Since April 2019, Silas has been working on a DFID funded MSD programme, Commercial Agriculture for Smallholders and Agribusiness in Malawi, Uganda and Nepal as Monitoring & Results Measurement Manager. Previous to this (2015-2019), he worked as the Research, Monitoring and Evaluations Manager at DAI –Europe on a DFID funded MSD programme; Promoting Inclusive Markets in Somalia that supported private sector SMEs attract GBP 14 million additional investments & 50,000 producers and fishing communities increasing incomes and creation of 9,500 FTE jobs. He also served as the Research Manager at Value Chain Finance Centre (FSD Kenya) whose aim is to strengthen agricultural value chains in Kenya by catalysing access to sustainable finance. In addition, Silas previously worked on Food Security Programmes at the World Agroforestry Centre (Climate Change Adaptation and Food Security programme-CCAFS) that covered eight countries across Africa and West India. He has also conducted short-term consultancies in topical areas that have included agricultural value chain studies for IFAD-Micro Finance Unit in Swaziland, Blue Economy Study for MasterCard Foundation, Projects evaluations for ILO, UN Women, SNV Netherlands and Danish Refugee Council plus other market systems projects in Somalia, Ethiopia, South Sudan, Mali, Uganda, Malawi & Nepal.
