Ms. Therese Tan Lee is working as an International TVET Consultant. Her recent engagement with APACC (Asia Pacific Accreditation and Certification Commission) as Member Accreditor in the last onsite visit for the 4 TVET Institutes in Pakistan, November 27 – December 14, 2021. She also worked as the Lead Consultant for the TVET Teacher Training on 21st Century Skills and Online and Distance eLearning under the BEAR II Project for East African Countries, UNESCO IICBA Addis Ababa, Ethiopia in January 2021 – January 2022. She was the TVET International Adviser and Expert for the NVQS Nepal Project under Swiss Contact on NVQS Competency Level of Framework for Generic Competencies, Master Assessor Training and Assessment, Development of Competency Assessment Tool Manual in 2020. She was engaged by CPSC as a Faculty Specialist and the Chair of Projects and Consultancy Division for 2 years. She has a vast experience in the TVET sector for 23 years and has engaged in several international projects and training programs in different countries like Philippines, Ethiopia, Iraq, Nepal, Malaysia, Fiji Thailand and Bhutan in January 2018 – December 2019. She has also experienced working with international organizations for projects and programs such as the United Nations Education and Scientific and Cultural Organization (UNESCO), BEAM – ARMM Australian Aid funded program and German International Cooperation (GiZ) Manila. She was also an International Adviser in the Swiss Contact Project in collaboration between CPSC and NSTB (National Skills Testing Board) Nepal in regards with training of Master Assessors and preparation of the revised Directives, Guidelines and Assessor Course Manual in Assessment and Certification of Nepal’s NSTB. She has handled various programs on quality assurance, accreditation and quality management systems as Program Coordinator held for Malaysia, Fiji, Bhutan and the Philippines. She had been a Resource Speaker during the 10th Regional Policy Dialogue - advancing the quality of TVET in ASEAN – the practice of quality development and quality assurance - Implementation of Asia Pacific Accreditation and Certification Commission (APACC) in ASEAN held in Yangon Myanmar in 2019. Ms. Lee is also one of the Team Leaders of the Asia Pacific Accreditation and Certification Commission (APACC) in charge of the onsite visits and online evaluations held for the different Asian countries. She was also appointed as a Regional Coordinator in Ethiopia under GiZ (2010-2015) TVET Reform where she was immensely involved in the preparation of various National TVET System documents such as Standards Development, Assessment tool, training Master Assessors, developing Competency Based Curriculum, Implementing Guidelines for Cooperative Training, and Quality Management Systems for the different TVET institutions and other programs related to TVET. Ms. Lee also served as a Senior Technical Education and Skills Development Specialist in Technical Education and Skills Development Authority (TESDA) (2004-2009) in the Philippines. Ms. Lee earned her Master in Public Affairs Major in Education Management at University of the Philippines, Los Baños. She also earned a Comprehensive Academic Requirements for Master’s Degree in Technology and Home Economics in 2007 at the Laguna State Polytechnic University in Laguna, Philippines. She also completed her Graduate Certificate in Distance Education at the University of the Philippines Open University (UPOU). She finished Bachelor of Science in Industrial Education, Cum Laude and First Honors for Academic Excellence at Laguna College Arts and Trade, Laguna, Philippines in 1998.
