Timothy Wakabi Waiswa (He / Him)

I am a monitoring, evaluation and learning (MEL) professional with several years of experience, including more than 16 years supporting health and HIV/AIDS service delivery and systems strengthening projects in Uganda, Tanzania, and other countries in the region. I also have specific experience with CDC, IDRC, USAID, and privately-funded projects where I have developed performance monitoring plans, established M&E systems, designed and implemented evaluation and research activities, and strengthened local health management information systems in order to support evidence-based decision-making and improved health outcomes. I am currently working with USAID in Kampala as Project Management Specialist - Strategic Information (SI) / MEL in the Education, Youth, and Child Development Office. In this role, I provide technical support to OVC implementing partners in MEL and SI to ensure that the partners produce good quality data and utilize the data to improve program implementation. Before joining USAID, I served as Head Monitoring and Evaluation with Africa One Health University Network (AFROHUN) where I was the lead M&E Advisor for a network in nine countries. I developed and implemented Performance Monitoring and Management Plans for various projects under AFROHUN. I have also developed tools and guidelines used for M&E across the 9 counties. Before joining AFROHUN I served as M&E Manager for the University Research Co. LLC, Strengthening of Uganda's Systems for Treating AIDS Nationally project and previously worked as MSH's Regional Coordinator for the STAR-E LQAS project. I am familiar with both donor and implementing agency systems and requirements for M&E. I developed systems for Data Quality Assessment for Neglected Tropical Diseases for the Ministries of Health in Uganda and South Sudan. I received a Master of Statistics in Biostatistics degree from Makerere University in Kampala, and I also completed a two-year fellowship on management of HIV/AIDS programs, supported by CDC. A Ugandan national, I am fluent in English, Kiswahili and several local Ugandan languages.
