With over 15 years of experience leading and contributing to development programs funded by bilateral and multilateral donors, I have collaborated with renowned international organizations, including GIZ, UNDP, CNFA International, Mercy Corps, World Vision International, International Executive Service Corps, Premiere Urgence Internationale, Eptisa Servicios de Ingenieria, and Evoluxer S.L. International Consulting. Working with these organizations have broadened my perspective and expertise in addressing complex challenges across various sectors, such as private sector development, education and vocational training, community development, humanitarian aid, social entrepreneurship, international trade, agriculture, infrastructure, and government capacity building. Throughout my career, I have specialized in designing and implementing robust Monitoring, Evaluation, and Learning (MEL) systems that meet donor requirements and align with organizational goals. My expertise includes creating Performance Management Plans (PMPs), Results Frameworks, and data collection tools, along with conducting evaluations such as baseline studies, needs assessments, mid-term and final evaluations, and market research. I have facilitated organizational learning through training programs on MEL, Collaborating, Learning, and Adapting (CLA), and Pause & Reflect sessions, integrating innovative approaches like cost-benefit analyses to enhance decision-making and program impact. As a Monitoring and Evaluation Specialist with GIZ's EU4ClimateResilience project, I lead the establishment of result-based monitoring systems to track progress across multiple countries. This role includes conducting baseline studies, harmonizing data collection with national systems, and ensuring gender- and age-disaggregated reporting. My collaboration with OECD as a partner further enhances my capacity to work on multi-stakeholder initiatives focused on sustainability and evidence-based policymaking. While working with UNDP, I was involved in the "End Plastic Pollution" project and other initiatives, delivered in partnership with the Caucasus Environment Network. This project focused on enhancing the capacity of the Ministry of Agriculture to improve plastic waste management systems and support a circular economy. Similar projects were undertaken with various other ministries and state agencies, such as the Ministry of Justice, Ministry of Economy, and Ministry of Education. These projects were focused on areas where the need for capacity building was identified by the state partners, with the goal to align national policies with EU standards, and were funded by UNDP to address these specific priorities.. I am skilled in supervising the development and implementation of digital database solutions, enabling efficient data management and reporting. My leadership in mid-term and final evaluations, as well as donor reporting processes, emphasizes accountability and transparency while fostering continuous improvement across programs. Academically, I hold an M.Sc. in Finance and Accountancy from Akaki Tsereteli State University in Georgia and have participated in an MBA program at the University of Helsinki. Beyond formal education, I have completed numerous professional training programs and certifications in areas such as results management, Monitoring Evaluation and Learning (MEL), impact evaluation, cost-benefit analyses, and organizational development. These qualifications significantly enhance my capacity to deliver high-quality outcomes for international programs.
