I am having a managerial career of more than (20) years in Project management, Program Management, Construction Management, M&E Controlling, strategic level leadership, business development, and FIDIC & FAR based Procurement & Contract Administration, of large-scale and complex development and construction projects including energy projects with Afghanistan Government, International development missions and donors funded projects in Afghanistan. As a showcase of similar experience, I can reference my recent role as “Program Director and Contract specialist” for multiple Asian Development Bank (ADB) funded large scale (160 Million USD) infrastructure projects in partnership with the Ministry of Transport (MOT), NPA and ADB & consulting party of Dongsung in Afghanistan. In addition, I can reference my previous responsibilities as Project Manager (project recovery) for the SHAH-WA-ARUS Multi-Purpose Dam Project and electrical transmission and substation construction projects with Ministry Of Energy & Water, Government of Afghanistan under FIDIC Red Book. I have over 10 years project management experience of FAR projects in compliance with International construction codes, laws and Federal Acquisition Regulations (FAR). I have worked as Program Director, Business Development Manager and Contract Manger, for an infrastructure contracting company in Dubai, UAE, and have successfully managed other infrastructure construction projects in Afghanistan in partnership with various stakeholders. I am having a total of Fifteen (15) years experience in complex projects & programs management with a track record of successful project & program management, procurement & contract administration, business development, and target oriented management of large-scale, environmentally challenging and complex projects in compliance with Federal & International standards and laws. I have extensive experience in the overall stages (Initiating, Planning, Implementing, Monitoring, Controlling and Delivering) of project and program management and other related critical roles, and have the competencies to strategically and operationally manage the support operations and projects/programs individually or within the program & portfolio context by professionally managing program components and project’s every individual aspects of Scope, Time, Cost/Budget, Quality, HR, Communication/Coordination, Risk, Procurement/Contracts, and Stakeholders toward the targeted strategic goals and mission objectives. project and program management and the mission strategic goals, am sure that I have both, the required technical and professional skills and have extensive experience to effectively fulfill the requirements of referenced role in project management, program management, business administration, strategy representation, data collection, representing contract office, managing strategic communication with donors and GIRoA counterparts, and the reporting efforts in support to the organizational goals and needs of the office in line with regional mission & the portfolios. I have proven my skills in the management of project cross-program goals, feasibility assessments, cross-program scope development, project management as program and portfolio component and the monitoring & controlling performance in line with the portfolio objectives. I have special expertise in schedule, cost, quality and resource management including planning, estimating, costing, cost controlling, forecasting and Earned Value Management. As a project management associate in the early stages of my career, and the current project manager, I have spent most of my professional life working in project planning, project management, communication, M&E and contract administration with project counterparts, donors, stakeholders and contractors in Afghanistan & abroad, thus I have experienced various challenges in supervision, internal & external coordination, issue management, submittals, claims, reviews, approvals, audits, post-evaluation action planning and process improvement, which have helped me with gaining outstanding skills in the subject areas and these are the best match for the referenced role requirements.
