Job Description

Chemonics seeks a Quantity and Cost Surveyor for the Partnership Fund for a Resilient Ukraine. The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO). The PFRU is funded by the UK, USA, Canada, Switzerland, Sweden and Finland. The PFRU is governed by the financing partners in collaboration with the Government of Ukraine.

The PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national resistance, recovery and revitalization in the context of Russian aggression.

This outcome is designed to facilitate the restoration of Ukrainian territorial integrity, and the rebuilding of a more resilient, socially cohesive, inclusive, independent, democratic, sovereign and prosperous Ukraine.

The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence in alignment with the following strategic objectives:

  • RESIST: enhanced non-lethal resistance to Russian aggression, by government and civil society, nationally and in areas under threat of attack or temporary occupation;​
  • RECOVER: strengthened capabilities for government to plan, coordinate and deliver inclusive early recovery​;
  • REVITALISE: stimulating economic recovery, providing businesses and entrepreneurs with guidance and tools to increase employment in local communities.

Early Recovery

The PFRU has been designed to apply stabilisation best practice in Ukraine. The Management Unit of PFRU developed a concept for an Early Recovery component under RECOVER, to support the Government of Ukraine (GoU) to capitalise on social cohesion dividends from successful resistance and military gains in liberating areas in northern, eastern and southern Ukraine from invading Russian forces. This concept note (Annex One) was approved by the PFRU Technical Committee, for further development.

Objectives

The Quantity Surveyor will support the delivery of the RECOVER objective through:

  • Supporting the PFRU Chief Engineer to plan and oversee the contracting and delivery of PFRU-supported construction and building and public utility repair projects in recently liberated areas, and management and oversight of PFRU contractors and sub-contractors.

Specific Tasks

Reviewing PFRU and local government public utility and building repair plans and preparing quantity requirements.

  1. Scrutinising labour and material costs, as well as construction contracts to ensure value for money.
  2. Coordinating project delivery with local authorities, PFRU Recovery Advisers, Field Officers and Field Assistants, site managers, architects, public services and utilities, and PFRU and government contractors and subcontractors.
  3. Preparing reports, analyses, contracts, budgets, risk assessments and obtaining permits, approvals and other documentation to enable rapid project delivery.
  4. Advising PFRU and Oblast and Hromada administrations on improvements and new strategies to increase productivity of early recovery activities.
  5. Liaison with PFRU procurement and logistics personnel and contractors to keep track of materials and ensure more are ordered when required.
  6. Documenting any design changes and updating budgets.
  7. Establishing and maintaining professional relationships with external and internal stakeholders.
  8. Traveling to recently liberated areas and PFRU project sites as required.

Profile

The Quantity Surveyor will need to meet the following qualifications and experience requirements:

  • A degree in quantity surveying, engineering, project management or similar and relevant and up-to-date professional qualifications and permits to practice in Ukraine.
  • At least 5 years’ experience in construction estimating or finance in Ukraine or internationally, and a strong understanding of the legal requirements and permissions required for construction in Ukraine.
  • Strong analytical and critical thinking skills, excellent networking, negotiating and interpersonal skills and the ability to organize, plan, and strategize large construction projects.
  • Excellent Ukrainian and good English language skills
  • A valid driver’s license.
