Position Summary:

The CLA Advisor serves as the Knowledge Management and Organizational Learning (KM/OL) Advisor for USAID/Tunisia. He/she champions the office-wide integration of practices that support knowledge capture and transfer, collaboration, learning, sharing, and adaptive management.

These efforts contribute to a broader goal of capturing and applying knowledge and experience produced from USAID/Tunisia programs, thus extending the impact of past investments and facilitating adaptation to new operational and local contexts. The CLA Advisor serves as a proponent of continuous learning and adaptive management to enable strategic knowledge transfer between Mission Tunis, Washington, regional Missions and the implementing partner community and supports the Mission with the development of processes and systems that will ensure that knowledge management, adaptive learning and collaboration are built into Mission procedures. The CLA Adviser stays up to date on the latest Agency requirements and processes in the field and provides training, if necessary, to Mission staff members.

Primary Responsibilities:

  • Provide direct CLA support to USAID/Tunisia through design and facilitation of knowledge sharing following action reviews, participatory planning meetings and/or workshops;
  • Contribute to efforts to develop and update the USAID/Tunisia’s Learning Agenda in order to outline key research and learning lines of inquiry;
  • Support and oversee efforts to integrate CLA in procurement processes, activity design, management, and internal processes;
  • Strengthen internal CLA practices through supporting the development of workshops, guidance, and tools, as well as capturing the best/promising practices in knowledge management and learning. The strategy is used to inform USAID’s implementing partners on the selection, targeting, and placement of materials to raise awareness of USAID activities in Tunisia;
  • Support the team in knowledge management and learning through activity planning, design, and implementation. Develop statements of work, Requests for Proposals or Assistance, budgets, and supporting documentation for new contracts, grants, or activities;
  • Support the Contracting/ Agreement Officer’s Representative (COR/ AOR) or Activity Manager in contracts or grants that provide knowledge management and learning support to USAID/Tunisia or implementing partners;
  • Serve as a liaison between USAID/Tunisia and other USAID operating units in knowledge management and learning, collaboration, and adaptive management to ensure coordination and leveraging of opportunities;
  • Initiate and maintain effective relationships with institutional contractors, implementing partners, other agencies, and donors;
  • Participate in key knowledge management and learning communities of practice to stay abreast of innovation and best practices, identify opportunities for collaboration, and attend events or other mechanisms for dissemination and sharing knowledge management and learning experiences;

Other Duties: The Assistant will perform other duties as assigned and as such, must be flexible.

Education & Minimum Qualifications:

  • A bachelor’s degree in a relevant field such as international development, quantitative research, statistics or other areas clearly relevant to data analysis and impact analysis.
  • At least 5 years’ experience in knowledge management, organizational learning, and/or strategic learning, preferably in an international development context;
  • Experience working in a multi-cultural environment with a diverse staff;
  • Excellent English language writing, editing and oral communication skills;
  • Demonstrated skill and experience in facilitating groups, meetings, and events (both online and in-person), resulting in collaborative decision-making, agreed upon action items/priorities, and strong outcomes;
  • Experience in strategic planning and project design.

Preferred Qualifications:

  • Advanced degree in organizational learning, knowledge management, or other related area of expertise;
