Program Background

The Australia Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.


The Role


In Aceh, AIPJ3 works closely with Aceh Office for Women’s Empowerment and Child Protection (DP3A), local partners and Australian funded programs, SKALA and INKLUSI to improve access to justice for women and girls, particularly survivors of gender-based violence and those facing legal, social, or cultural barriers to justice, and for people with disabilities. AIPJ3 has appointed an experienced Activity Manager, who performed the role successfully in AIPJ2. AIPJ3 is recruiting a Research and Data Officer to support the Activity Manager and strengthen gender-responsive data collection, analysis, and knowledge-sharing.

The Research and Data Office will provide accurate, timely, and gender-sensitive data to inform program planning, monitoring, and evaluation in Aceh and support research and analysis that highlights barriers and opportunities for women and girls to access justice. The Officer will strengthen coordination between AIPJ3, CSO partners, and local government agencies (especially DP3A Aceh) to ensure consistent, ethical, and actionable data sharing. The position will report to the Activity Manager – Aceh and work in close coordination with the AIPJ3 MEL Manager (based in Jakarta).

About You

Roles and Responsibilities

Data Collection and Management

  • Gather quantitative and qualitative data from CSO partners, government stakeholders, and community sources related to access to justice for women and girls.
  • Ensure all data is disaggregated by sex, age, disability, and other relevant variables.
  • Maintain a secure and organised database to store, track, and analyse program data in line with AIPJ3’s data protection standards.

Research and Analysis

  • Conduct field research, interviews, surveys, and focus group discussions with a strong emphasis on access to justice for women and girls.
  • Analyse data to identify trends, challenges, and gaps in justice services for women and girls in Aceh.
  • Present data clearly in reports to support advocacy and decision-making.

Coordination with CSO and Government Partners

  • Serve as the primary point of contact for CSO and government partners on research and data-related matters.
  • Facilitate regular data-sharing meetings and ensure partners understand and apply AIPJ3’s MEL and GEDSI (Gender Equality, Disability, and Social Inclusion) requirements.

Program Support and Knowledge Sharing

  • Contribute to six monthly and annual program reports, highlighting findings relevant to women’s and girls’ access to justice.
  • Support the documentation of case studies and lessons learned from program activities.
  • Participate in coordination and learning meetings with the Aceh Activity Manager, MEL team, and partners.
  • Ensure compliance with DFAT, DT Global, and AIPJ3 policies on gender equality, disability inclusion, safeguarding (including PSEAH and child protection), fraud and anti-corruption, and environmental sustainability.

Selection Criteria

Essential

  • Bachelor’s degree in social sciences, law, gender studies, statistics, or related field.
  • At least 3 years’ experience in research, monitoring and evaluation, or data management, preferably with a focus on gender or justice sector programs.
  • Understanding of Aceh’s political, historical and cultural context especially in relation to gender and public policy
  • Proven ability to collect, analyse, and present data that is disaggregated by sex, age, and other relevant factors.
  • Strong commitment to the use of data in policy making
  • Demonstrated understanding of sensitivities in working with survivors of violence, using ethical and safe research practices.
  • Strong coordination and communication skills for working with people from government and civil society
  • Proficiency in Bahasa Indonesia and Acehnese language(s)

Demonstrated ability to prepare clear and concise reports in Bahasa Indonesia and English
