  • We are looking for an Adviser – People & Culture (P&C) to remotely support our PHD HR team
  • Join the Australia Timor-Leste Partnership for Human Development (PHD) on an 18 month contract, ARF B2, up to 3 days per week, desk based

The Opportunity
The Adviser - P&C will act as a trusted adviser and support to the Manager - P&C providing advice in all aspects of the HR function and supporting the HR function with identified tasks and areas of responsibility. This includes providing guidance and support on a range of human resources services including organisational development, employee and consultant relations, recruiting, compensation, benefits, performance management, training, and policy development on a range of HR related topics.

What’s Involved
Reporting directly to the Manager - P&C and with a dotted line to the Operations Director, the Adviser will:

  • Guide and support the delivery, coordination, and implementation of human resource services and initiatives.
  • Provide advice and support to the Manager – P&C with workforce planning and management, with a particular focus on providing support in the areas of staffing and recruitment, staff development and performance management.
  • Support the development of a Learning and Development framework for PHD and assist with its implementation.
  • Guide and support development and implementation of initiatives aimed at strengthening staff engagement and team morale.
  • Act as a mentor and coach to the P&C team and provide on-the-job training and guidance to the team on recruitment processes and procedures, compliance, merit selection, international contracting and onboarding.
  • Provide technical support and advice to the Manager – P&C in the planning, implementation and improvement efforts throughout the HR lifecycle, including refinement, development and implementation of key corporate, DFAT and P&C policies, systems and procedures.
  • Provide strategic and operational advice to the Manager – P&C, Operations Director, and Executive team as required around effective workplace management practices, employment contracts, remuneration and benefits matters, particularly around international staffing and requirements.
  • Support the coordination of recruitment, finalising the develop terms of reference and provide advice on job specification and compensation levels to ensure alignment with the relevant policies and practices, as well as internal parity.
  • Provide support and advice to Manager – P&C on management of employee relations matters, including complex performance management, counselling, coaching and disciplinary matters for program staff.
  • Provide technical support and advice to the Manager – P&C on compliance requirements under the program head contract as required, including P&C reporting requirements, annual planning, annual and 6 monthly reporting, and other adhoc requests.
  • Provide any input as requested by Manager – P&C to help with surge capacity for recruitment needs; including leading interviews, panel representation, drafting interview questions, reference checks, sourcing options for recruitment, screening and selection.
  • This is a dynamic and engaging position, where key priorities will be determined on a monthly or quarterly basis in order to respond to program requirements.

About You
We are seeking an individual who will bring:

  • HR professional, with significant experience in providing strategic and operational HR support for international development programs or relevant context.
  • Practical experience of end-to-end HR services, including recruitment of locally engaged and international staff, contracting, induction, mobilisation/demobilisation procedures and performance management, preferably in a development setting, and ideally with DFAT experience.
  • Demonstrated experience and success working closely with in-country teams to build capacity across the HR function.
  • Excellent interpersonal and communication skills with ability to work in a cross-cultural context, with a diverse range of internal and external stakeholders, including funding donors.
