Program Background

DT Global Asia Pacific has been engaged by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) to manage the Building Community Engagement in Papua New Guinea (BCEP) Program. BCEP represents a significant investment in promoting participatory democracy in PNG, with a goal to strengthen citizen-government engagement for improved service delivery and provision of public goods.

About the Role

To lead and support strategic people and culture initiatives across the BCEP program, ensuring alignment with DT Global’s values and operational priorities. The role will drive key reforms, build capacity, and enhance systems that support staff and consultant engagement, performance, and wellbeing.

Responsibilities

  • Locally Led Development Framework: Support the ongoing operationalisation of the framework through program human resource practices that promote local leadership and capacity development. Support the update of the LLD Framework for the extension phase of BCEP (2026-2030) and report on progress made in the first phase of the program.
  • Performance Development Review (PDR) Process, Guidance, and Training: Refine the program’s PDR template and process based on feedback from program users and develop a guidance note and training for staff and managers.
  • Remuneration Benchmarking Rollout: Coordinate the rollout of DT Global PNG’s remuneration benchmark framework to the program. This will involve reviewing existing program roles against the framework and making recommendations for rightsizing roles and adjusting remuneration rates.
  • Onboarding Package for Staff: Review and update the program’s onboarding package for new staff and consultants, including orientation, compliance, and culture modules.
  • TimePro Rollout: In coordination with DT Global PNG corporate team, lead the development and implementation of TimePro across the program, including training, troubleshooting, and integration with existing systems.
  • Program Culture: Provide technical advice on how the program can embed its unique culture within existing program processes (e.g. such as the onboarding process, professional development opportunities, and team building activities).
  • Mentor BCEP Human Resources Team: Provide mentoring and capacity building support to the Recruitment Officer and People & Culture Adviser, including coaching and technical guidance.
  • Provision of Technical Advice: Provide expert advice to the Operations Director on a range of HR-related matters as required.

Deliverables

· Updated Locally Led Development Framwork for 2026-2030.

· Report on the implementation of the Locally Led Development Framework between 2022-2025.

· Finalised PDR template, guidance note, and training materials for staff and supervisors.

· Updated onboarding package, including standardised PowerPoint presentations for each program-specific module.

Qualifications

  • Tertiary qualification in Human Resources, Organisational Development, or related field.

  • Minimum 10 to 15 years’ experience in people and culture senior advisory or management roles.
  • Excellent knowledge of contemporary human resource principles and practices.
  • High-level written communication skills enabling the production of documents that are clear, accurate, and concise.
  • High-level of interpersonal skills and an ability to engage effectively with employees at all levels of the program
  • Proven experience mentoring human resource staff.

Desirable

  • Experience working in a cross-cultural environment, particularly in the Pacific region.
  • Experience working in the international development sector or with donor-funded programs.
  • Understanding localisation concepts and the operationalisation of localisation frameworks.
