Call for Proposals (CFP) for Partnership for Addressing Violence Against Women and Children in Aceh: Research and Consultation on Legal Framework and Capacity Building of UPTD PPA Aceh


Program Background

DT Global supports the implementation of the Australia Indonesia Partnership for Justice 2 (AIPJ2). AIPJ2 is an eight-year program which aims to support co-operation between Australian and Indonesian institutions and civil society organizations to contribute to the overall goal of “Strong and accessible justice and security institutions that enhance respect for enforceable rights and rules-based governance systems, over time contributing to stability and prosperity in Indonesia and the region”.

The Partnership is strategically aligned to achieve GOI partner policies, implementation plans, budgets and practices that:

§ increase transparency and accountability in justice institutions

§ reduce overcrowding in correctional facilities through restorative justice in the criminal justice system

§ improve the ease of doing business through reforms to commercial case handling

§ help prevent violent extremism in prisons, on release and in schools; and

§ support bilateral and regional cooperation in transnational crime investigations.

§ preventing child marriage

§ protecting victims of sexual violence

§ ensuring family support after divorce; and

§ improved access to justice for people with disabilities

Justice for women and girls is one of the strategies used by AIPJ2 to ensure the rights of women and girls in Indonesia. According to data from the Office of Women Empowerment and Child Protection (DP3A) in Aceh, the Regional Technical Implementation Unit for the Protection of Women and Children (UPTD PPA) has handled as many as 6,064 cases of violence from 2017 to 2021. Meanwhile, they have limited capacity and resources to handling the cases.

Aceh has issued laws to cover strategies and approach for women’s empowerment and protection to improve the quality of women’s life. It covers the government’s obligations to ensure the fulfilment of political, educational, employment and employment rights, information, health, and special protections for women. However, the current legal framework is not sufficiently detailed to provide protection for women and children.

About the Engagement

AIPJ2 will engage a Civil Society Organization (CSO) in Aceh as a grant partner to work collaboratively with Office of Women Empowerment and Child Protection (DP3A) Aceh in conducting research and consultation on the legal framework for Women’s Empowerment and Protection and, in particular, UPTD PPA Aceh in strengthening their capacity for higher quality services in accordance with service standards regulated in the KPPPA Regulation No. 2/2022 for increased rights of women and children in contact with the law .

A Grantee is required for developing an Activity Project Design (APD) completed with budget and workplan for implementing the program. The expected end of activity outputs will be that DP3A and CSO has submitted policy papers to the subnational Government to strengthen the legal framework protecting women and children and a series of targeted training and mentoring sessions to strengthen UPTD PPA’s capacity to provide services and networks with gender and victims’ perspectives to support women and children in contact with the law. This includes close co-operation with the prosecutors and courts.

Requirement for the CFP

The Prospective Grantees have a demonstrated ability to deliver the scope of works as required through present details of previous relevant activities or experiences in which the Prospective Grantees have been involved.

The Prospective Grantee is required to meet the general requirements below:

· The organization is legally registered in Indonesia and based in Aceh.

· Experienced in conducting research and advocacy for law and policy on women and children rights in Aceh. Preferably having experience in drafting laws in Aceh on women and children rights.

· Experienced in conducting trainings, curriculum development and using training’s monitoring tools. Preferably having training experience for legal enforces or service providers or paralegals on women and children’s cases.

· Working on the following fields: women empowerment, child protection, gender equality and disability

· Experienced working with the Aceh government and/or Aceh Parliament for conducting research, drafting academic and regulation, and capacity building program. Possessing a strong network with both Aceh’s government and parliament is preferred.

· Having the ability, resources, and capacity to deliver programs which are adapted to the needs of clients.

· Experience working with international donors is preferred.
