Job Description

Drive efficient office operations by delivering high-quality administrative support and solutions.

Under the direct supervision of the Head of Support Services, the Administration and ICT Senior Associate will provide administrative support to operations within UNOPS Somalia Country Office (SOCO). The incumbent will receive technical guidance and coordination support from SOCO Administrative and ICT colleagues, ensuring that administrative and operational services are delivered in an efficient and effective manner. 

In the discharge of her/his duties, the Administrative and ICT Senior Associate will liaise closely with UNOPS programme and support service colleagues to ensure timely and coordinated administrative support to programme implementation and office operations.


The Administration and ICT Senior Associate performs technical and administrative facilities and IT support services across both specialized and generalized processes in administration to ensure efficient, client-focused and effective service delivery. The incumbent fosters a quality- and results-oriented approach, ensuring the optimal and cost-effective use of office resources. 


1. Administrative Services Coordination

  • Coordinate individual work areas and guide personnel on executing standard office and accommodation facilities processes and client services, ensuring full compliance with UNOPS rules, regulations, policies and strategies.

  • Monitor performance against service agreements and assess client satisfaction.

  • Implement control mechanisms for designated administrative facilities services, including maintaining accurate administrative control records such as commitments and expenditures.

  • Oversee inventory control, ensuring proper issuance and tracking of inventory items and supplies.

  • Manage office premises, including liaising with building management and overseeing maintenance and repair works to ensure a safe and functional work environment.

  • Process and monitor administrative payments (e.g., utility bills, minor contracts) and vendor invoices related to facilities and administrative services.

  • Oversee the management of office stationery, supplies, and non-expendable assets, conducting periodic physical verifications.

  • Support the organization of meetings, workshops, and official events, including logistical and administrative arrangements.

  • Review facilities authorizations and  supporting documentation.

  • Serve as a designated transactional role  in the ERP system Compile data and research information to support the planning of financial resources and administrative budgets for service delivery.

2. ICT client services, management and administration

In close coordination with SOCO ICT officer, support the provision of efficient and effective ICT client services administration, contributing to the achievement of the following results:

  • Implementation of ICT and operational strategies compliant with UNOPS rules, regulations, policies and framework.

  • Provision of fast, friendly, and effective user support.

  • Maintenance of inventory of all ICT equipment, computer, telecommunication equipment, I/O devices and software existent in the Business Unit ensuring compliance with registration and upgrades.

  • Effective functioning (installation, operation and maintenance) of all UNOPS hardware equipment and acquisition of hardware supplies.

  • Maintenance of network and internet connectivity to ensure stable operation, availability of bandwidth, and reliable connection to the internet and HQ based systems.

  • Support management of information and communication services of the Business Unit.

  • Support project implementation activities involving ICT; the hardware and software procurement process; and establishment and maintenance of a roster of potential suppliers.

3. Knowledge Building and Sharing

  • Participate in knowledge-sharing initiatives and Communities of Practice (CoPs), contributing insights and lessons learned.
  • Conduct research on administration-related topics and contribute to the drafting of reports, summaries and briefing notes.
