Job Description

The Chief Executive Officer (CEO) provides strategic direction and oversight of the activities across the whole of the MCA, collaborates with the MCA Board of Directors (Board) and MCC in setting direction and policy and executing the Compact’s activities on time, within the allocated budget and with appropriate buy-in from all relevant stakeholders, including those based in Accra – The ECOWAS Regional Electricity Regulatory Authority (ERERA) and Cotonou– The West African Power Pool (WAPP). The CEO leads engagement on behalf of the MCA with MCA Board members and government counterparts and a range of private and public sector stakeholders.

The CEO is charged with managing and coordinating a multi-disciplinary team of project managers and technical experts such as engineers and economists responsible for delivering programs and ensuring operational functions and directs them toward the delivery of the compact program, delegating responsibilities to two deputies effectively and efficiently. The CEO represents the MCA and aligns its work with the priorities and direction of the MCA Board, and the requirements of both MCC and GoCI. Effective leadership of the MCA toward the achievement of compact objectives distinguishes the entity as a significant partner in the economic and social development of Côte d’Ivoire and the broader West African region.

About the Organization

The Millennium Challenge Account (MCA) in Côte d’Ivoire, collaborating with the Government of Côte d’Ivoire (GoCI) and the Millennium Challenge Corporation (MCC) of the Government of the United States of America, is implementing a project under the $322.5 million Millennium Challenge Compact (Compact) that aims to strengthen regional energy security, lower energy costs, and support the provision of reliable and affordable electricity across West Africa by enhancing Côte d’Ivoire’s capacity to trade electricity on the regional market.
