Position Overview

Pact seeks an experienced Chief of Party (COP) for the ongoing USG-funded Community Action for HIV Control (CAHC) project. This project supports Ukraine’s progress toward HIV epidemic control by strengthening community-based approaches that deliver lifesaving prevention, testing, and linkage to care for populations at risk of HIV infection or living with HIV.

• Provide overall strategic, technical and management leadership and oversight for the CAHC activity.
• Serve as the primary liaison with U.S. Department of State (DoS) points of contact (Grants Officer Representative and Grants Officer) on management and technical matters.
• Ensure the project meets stated goals, outcomes, benchmarks, and reporting requirements.
• Promote the use of evidence-based tools and promising innovations with emphasis on locally led solutions, to advance life-saving activities aligned with USG policies and priorities.
• Lead coordination of project approaches and activities with key government stakeholders, national and international partners, and other stakeholders.
• Manage and coordinate the implementation of donor-approved activities across project partners, ensuring successful integration of activities.
• Ensure compliance with Pact global and Ukraine country office policies, processes and procedures, and USG rules and regulations.
• Oversee project planning (i.e., development of workplans and budgets), monitoring and reporting (i.e., review and approve periodic budgets and technical and financial reports) in accordance with the highest standards.
• Provide oversight of the project’s subaward portfolio, including international and local partners.
• Represent the project in technical fora, working groups, partner coordination meetings, and conferences to support USG and Pact’s thought leadership in HIV prevention, care and treatment.
• Lead compliance, risk management, safeguarding, ethics, and anti-fraud efforts across the project; ensure timely incident reporting and corrective actions in line with Pact and donor requirements.
• Foster a positive, inclusive team culture focused on staff development, performance management, and adherence to Pact’s values and code of conduct.
• Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.

• Master’s degree with eleven (11) years work experience or bachelor’s degree with at least thirteen (13+) years work experience
• At least six (6+) years management experience
• Master’s Degree from an accredited university in public health or a relevant field.
• At least ten years of experience in international development and/or public health program management.
• At least eight years of experience in a senior managerial role on USG-funded HIV or health projects.
• Demonstrable experience leading lifesaving HIV prevention, care, and treatment programming aligned with USG policies and priorities.
• Experience in Ukraine (strongly preferred) and/or Eastern Europe.
• Experience working on and leading teams for USG contracts and/or cooperative agreements.
• Knowledge of USG rules, regulations and policies.
• Demonstrated leadership skills in complex and fragile environment.
• Demonstrated track record of successfully building and effectively managing a diverse team of employees and partners.
• Ability to develop and maintain strong relationships with government and community stakeholders.
• Demonstrated skills in problem solving and consensus building.
• Oral and written fluency in Ukrainian and English (spoken and written).
• Ability to travel within Ukraine and occasionally internationally, subject to security, health, and duty-of-care considerations.

• Deep knowledge of the political, social, and economic context of Ukraine.
• Broad understanding of public health, health systems, and health policy and practice in Ukraine, particularly as relates to HIV.
• Experience with PEPFAR frameworks, MER indicators, and DATIM reporting is an asset.
• Experience working with community-based organizations and populations at risk of HIV infection or living with HIV in Ukraine.
• Experience managing programs in conflict-affected settings and ensuring continuity of lifesaving services.
