Job Description
Position Overview
Deloitte Consulting LLP is currently accepting applications from qualified candidates for a Chief of Party (COP) for an anticipated 5-year, USAID-funded Ecuador Clean Energy Project. USAID supports programs to mitigate the effects of climate change by improving the overall sustainability of the energy sector in Ecuador by scaling up non-traditional renewable energy technologies, energy efficiency, and sustainable transportation. Applicants must be willing to work in Quito, Ecuador as this position is expected to be full time and based in-country. Please note, this is an upcoming project, and position is contingent upon winning the award.
COP Primary Responsibilities:
- Lead implementation of the strategic, long-term programmatic vision of the project, including providing overall strategic direction, managerial, operational, and technical leadership.
- Responsible for the overall strategic leadership, stakeholder relationships, managerial oversight, and technical direction of the project.
- Lead technical teams focused on renewable energy, energy efficiency, demand side management and other advanced clean power technologies.
- Ensure technical compliance with the agreement/contract with USAID and timely delivery of project activities. Serve as the key point-of-contact for USAID, Ecuadorian government, program partners, and other
stakeholders.
- Oversee the performance of diverse project staff including Deloitte’s and those of the partners/sub-awardees.
- Facilitate appropriate financial management, procurement, human resources, and logistics management in compliance with USAID and Deloitte’s policies.
- Manage risks of project implementation and implement risk mitigation techniques.
- Oversee the results reporting to monitor the project’s performance, including preparing quarterly, annual, and other ad hoc reporting.
- Establish effective communication and coordination with key stakeholders, including local government, partner agencies, and donors, to implement interventions and incorporate country-wide priorities.
- Create a positive working environment for all staff and ensure fair professional growth and training opportunities for team members.
COP Qualifications:
- Willingness to join Deloitte’s growing international energy practice and contribute to the strategic vision in
leveraging the management of this contract to expand work across USAID and other government agencies.
- Minimum of 10 years of progressively responsible experience in a senior level role leading multi-year, multi-sectoral USAID or other donor energy programs; demonstrated experience leading programs in Latin America, preferably Ecuador.
- At least 10-15 years of experience in energy-related positions in government, consulting, or industry, including experience in renewable energy, energy efficiency and other advanced clean energy technologies.
- Strong experience implementing and managing complex projects in resource-constrained environments; working across a wide range of government, civil society, local, donor, and multilateral counterparts.
- Significant experience and a track record of successful leadership and management of teams highly skilled, multidisciplinary staff to leverage joint management support, and empowering team members to deliver high quality work.
- Experience managing teams in high-risk environments.
- Strong understanding of Ecuador’s energy sector, including key technical, political, and commercial issues. Relevant networks in the public and private sectors.
- An advanced degree in engineering, economics, policy, business, environmental management, or another related field.
- Fluency in Spanish and English.
