Job Description

Background:

SoCha LLC provides independent, verifiable primary data to USAID’s Bureau for Humanitarian Assistance (BHA) and its partners regarding the outputs, outcomes, progress, quality, challenges, successes, and lessons learned from activities funded by BHA in Myanmar.

The project has the following objectives:

  1. Establish a process to collect, synthesize, and analyze various data concerning BHA-funded programs.
  2. Enhance BHA’s knowledge and oversight of ongoing programs through sharing of impartial, primary data.
  3. Support BHA’s implementing partners’ monitoring and oversight of ongoing programs via coordination and sharing of impartial, primary data.
  4. Expand BHA’s understanding of ongoing challenges and potential changes to Myanmar’s context with additional data and analysis.

SoCha is seeking a full-time qualified individual to fill the role of Communications and Partnership Advisor (CPA). The CPA position will be based in Yangon, Myanmar.

Scope of Work:

The Communications and Partnership Advisor (CPA) will ensure clear communications and presentations to BHA and IPs on progress and community feedback. S/he will lead Objective 3 – Support BHA’s implementing partners’ monitoring and oversight of ongoing programs via coordination and sharing of impartial, primary data. and Presentations. The CPA will manage Objective 3 and act as the primary drafter of the Communications Plan.

Illustrative Functions of the Position

  • S/he will support all communication, scripts, and information sharing with BHA and the IPs, and ensure exchanges occur according to agreed-upon protocols, revising when necessary.
  • Work with the Deputy Chief of Party and Senior Monitoring Advisor to copy and content edit monthly and quarterly report documents.
  • Serve as the custodian of the MHAPB recommendations tracker.
  • Transform reports and other deliverables into visually pleasing and user-friendly presentation formats and graphic materials for dissemination to BHA and the IPs to detail progress and results of USAID/BHA.
  • Lead Communications-related objectives for the project.
  • Oversee event planning, facilitation and support to collaboration and networking within Mission staff, IPs and development stakeholders, including coordination of communities-of-practice meetings.
  • Develop learning products from data collected in the field, and produce syntheses documents.
  • Support USAID to develop templates, tools, knowledge management, and communications systems.
  • Identify and engage local experts to supplement the program.
  • Provide internal writing and editorial support, document review, and quality control for various monitoring, evaluation, and learning products,
  • Other tasks as assigned.

Minimum qualifications and experience

The selected candidate will preferably have:

  • Bachelor’s degree or higher in one or more fields related to organizational learning or development assistance such as public, business or development administration, knowledge management, political science, economics, development studies or closely related, inter-disciplinary fields;
  • 5+ years of progressive, professional-level experience in organizational or action learning, development and/or knowledge management;
  • Exceptional communications and interpersonal skills, including digital/remote communication, written, in-person/presentation, and facilitation skills applied within multi-cultural contexts;
  • Experience applying knowledge management theory, practice, tools and technologies;
  • Experience with monitoring and evaluation within complex international development contexts, in support of resilience, health, economic growth, agriculture and/or democracy and governance programming;
  • Proven competence in client relationship management, strategic thinking, innovation and effective communication;
  • Oral and written communication and presentations skills in French and English;
  • Demonstrate ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds.
