BACKGROUND
ICMA has been awarded a USAID five-year contract to implement the CHANGE Project in the Philippines. The goal of CHANGE is to support strengthened democratic governance in the Philippines by making local governance more responsive. CHANGE will seek to achieve more responsive local governance through three objectives, namely: 1) strengthen the enabling environment for decentralization; 2) enhance service delivery capacity, legitimacy, transparency, and accountability of participating local governments; and 3) empower citizens by increasing their participation in and oversight of local governance processes in ways that government both approves and supports.
JOB PURPOSE
The Communications Specialist will support the development and implementation of the CHANGE Project’s communication strategy to increase the visibility of USAID and the project. They will provide support in the development of meaningful content, effective communication collaterals, and management of events to promote and further the objectives of the project. They will play a role in supporting both internal and external communication activities.
