Program Background
DT Global is seeking a dynamic and strategic leader to join the Australia–PNG Law and Justice Partnership (APLJ) as Director – Communications and Programs.
About the Australia–PNG Law and Justice Partnership
Australia-PNG Law and Justice Partnership (APLJ) is a DFAT-funded initiative implemented by DT Global. APLJ supports the Government of Papua New Guinea to strengthen law and justice systems and promote safer, more inclusive communities. The program works at both national and sub-national levels and partners with government, civil society, churches, and local communities.
APLJ contributes to three key outcomes:
· Community safety and access to justice at the local level
· Strengthened law and justice service delivery
· Improved sector leadership, coordination, and accountability
A strong focus is placed on gender equality, disability inclusion, and protection of vulnerable groups, including survivors of gender-based violence and sorcery accusation-related violence.
About the Role
The Director – Communications and Programs is a senior leadership position responsible for overseeing APLJ’s communications strategy and the delivery of grant-making mechanisms — the Community Justice Fund (CJF) and Development Partners Fund (DPF). The role provides strategic guidance across public diplomacy, storytelling, community engagement, and funding for local initiatives.
This position sits on the Senior Management Team and contributes to whole-of-program planning, risk management, and adaptive delivery.
Responsibilities:
Communications and Public Diplomacy
· Lead the development and implementation of APLJ’s Communications and Public Diplomacy Strategy.
· Supervise communications staff and ensure the production of high-quality content aligned with DFAT standards.
· Provide strategic advice to the Team Leader and DFAT on visibility and engagement.
· Foster a program-wide culture of storytelling, inclusion, and local voice.
Community Justice Fund (CJF) and Development Partners Fund (DPF)
· Oversee the strategic direction and implementation of CJF and DPF portfolios.
· Supervise grant-making staff and ensure alignment with APLJ objectives and DFAT priorities.
· Guide systems and processes for proposal calls, assessment, contracting, reporting, and risk management.
· Support innovation and learning through evidence-based decision-making and collaboration with MERLA.
Cross-Cutting
· Promote GEDSI, conflict sensitivity, and safeguarding across all responsibilities.
· Contribute to program reporting, donor briefs, and learning products.
· Support adaptive programming approaches in collaboration with provincial and thematic teams.

About You
Qualifications
· Tertiary qualifications in communications, international development, public policy, law, or a related field.
Essential Experience and Skills
· At least 10 years’ experience in senior roles involving communications and/or program leadership in international development.
· Demonstrated experience leading public diplomacy and stakeholder engagement strategies.
· Proven capability in managing grant-based or locally-led development programs.
· Strong staff management and mentoring skills.
· Familiarity with DFAT branding and aid effectiveness standards.
· Excellent written and verbal communication skills.
· Commitment to locally led development and inclusive approaches.
Desirable
· Experience working in Papua New Guinea or a similar context.
