UNOPS is undertaking a project that aims at improving access to critical municipal services and increasing the resilience of the Beirut and Bourj Hammoud municipalities which were affected by the Beirut Port explosion, through the rehabilitation of damaged municipal infrastructure and assets as well as restoration of critical urban services, such as water and sanitation, roads, waste management, and energy, including renewable energy, in an integrated and gender-sensitive manner, contributing to improved quality of life as well as by creating local economic activities for all. Besides the improved public service delivery, the project entails undertaking accompanying tension-mitigation measures, extensive community engagement activities, and grants support to local CSO/NGOs that aims at reducing tensions in the targeted communities, enhancing community resilience, and helping rebuild the trust in the local authorities.
The project has a duration of 48 months (including 12 months for the Defect Notification Period), and will be implemented in coordination with the governmental, municipal, and relevant community stakeholders in Lebanon, to ensure that projects activities are designed in consultation with relevant governmental authorities and to reflect community needs.
Functional ResponsibilitiesUnder the guidance of the Project Manager (PM), the direct supervision of the Community Engagement and Communication Officer and the Monitoring and Evaluation Officer, the Community Mobilizer and Enumerator is responsible for performing the following duties:
Community Mobilization:
Feed the project team with information required for internal and external activities.
Conducting Focus Group Discussions, organizing meetings with committees, community mobilizing in targeted areas.
Apply UNOPS minimum requirements on accountability to beneficiaries in the implementation of community engagement activities.
Provide routine assistance in implementing the community feedback mechanism and conflict resolution and mitigation at field level.
Provide routine assistance in dissemination of communication material related to projects.
Provide routine assistance in dissemination and awareness raising on the Grievance Redress Mechanisms.
Monitoring & Evaluation:
Assist in setting and conducting monitoring field visits to project sites.
Assist in compiling and cleaning data at field level.
Assist in timely reporting on conducted activities using existing tools.
Perform other related duties as required.
Monitoring and Progress Controls
Number of Focus Group Discussions organized, conducted and recorded.
Number of questionnaires filled and recorded.
Number of community meetings organized, conducted and recorded .
Number of dissemination and awareness raising activities conducted.
Number of participants in each community engagement activity (data disaggregated at least by age, gender and disability)
Education
Completion of high school diploma is required
Bachelor Degree, preferably in Social Sciences, Sociology, Anthropology, Gender Studies, Development Studies, Public Health or equivalent is highly desirable
Work Experience
Minimum 4 years of relevant experience in community engagement / social mobilization, communication and/or education.
Experience with UN agencies, NGOs or governmental agencies is an asset.
Proficient computer knowledge and usage of MS Excel is ighly desired.
Languages:
Fluency in Arabic and English is required .
