Connexi seeks a COVID-19 RM Deputy Team Lead is a pivotal role within the GHSC-PSM Global Supply Chain and leads all supply chain related activities relating to RM/COVID-19 and/or product commodities. The RM/COVID-19 Global Supply Chain is comprised of four funding streams: American Action Plan Act (ARPA), Oxygen, Stockpile and Legacy Workstreams. The COVID-19 RM Deputy Team Lead contributes to the development of program and commodity specific procurement strategies, orchestrates various supply chain activities with the overall goal of delivering the right products at the right time and at the right place, manage internal and external stakeholders, and collaborates with various teams within GHSC-PSM, to achieve USAID established program objectives. The USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project is the primary vehicle through which USAID procures health commodities, provides technical assistance to improve partner countries’ management of supply chains, and collaborates with key international stakeholders to support global health initiatives.
Responsibilities:
- Manage the supply chain process, including sourcing, procurements, delivery, client management and project management, including leading weekly meetings with the client, and communicating with suppliers on upcoming and existing orders.
- Ensure teams are adequately staffed, roles and responsibilities are clearly defined, and foster a collaborative environment.
- Oversees the day-to-day work of the team including workload distribution, performance management, and capacity building.
- Supervises procurement specialists for receiving ROs, completing sourcing events, ensuring contractual compliance, obtaining client approvals, and coordinating to ensure proper shipment of orders.
- Tracks the progress of orders from USAID Missions coming through the GHSC-PSM Field Office or directly from the Mission for RM products funded by USAID from the point of intent to request by the USAID Mission in country through delivery of the product to the country.
- Works closely with the Strategic Sourcing, Supplier Relationships Management, Contracts, and Deliver/Return and others, in connection with product fulfillment and delivery and to develop and implement sourcing and allocation strategies.
- Stays updated and flags issues that demand the attention of the GHSC-PSM QA lead.
- Achieve at least 80% on-time delivery (OTD) and on-time delivery in full (OTIF) by managing the progress of orders for products funded under the specific task order from the point of intent to request by the USAID Mission in country through delivery of the product to the country. Order management activities include directing a team to:
- establish and enforce procurement policies and procedures for processing requisition orders (ROs) and purchase orders (POs) on a timely basis,
- ensure viability and accuracy of delivery and financial commitments that are being made by GHSC-PSM,
- ensure procurement teams follow established protocols and seek necessary internal (Finance, Risk) and external approvals (USAID),
- tracks and conducts analyses of cycle times, sources of risks to signed and unsigned request orders, and proposed solutions, communicating problems and progress to the RM Team Lead.
- liaise with GHSC-QA or FHI360 to ensure products are tested as required and are of acceptable standards,
- monitor orders/POs to ensure that the supplier fulfill commitments as per negotiated contracts,
- work with the Deliver/Return team to ensure products are delivered based on committed dates,
- ensure payment requests are processed in a timely manner,
- solves problems and responds immediately to crisis situations, developing solutions that meet client needs.
- Lead and/or contribute to the development and execution of program strategic goals, GSC strategic goals, yearly workplan activities, GHSC-PSM annual, quarterly and other reports, as needed.
- Support the development and negotiation of long-term agreements/contracts that aligns with GSC and GHSC-PSM objectives.
- Identify bottlenecks and inefficiencies in procurement and logistics operations and work with the Procurement and Deliver/Return Director, Operational Excellence team (and others as needed) to resolve them.
- Provide technical guidance (as needed) related to RM-specific orders to other departments and staff on GHSC-PSM, such as those in Country Programs and Health Systems Strengthening.
- Contribute to the development, update, and delivery of procurement and supply chain systems (WIs, SOPs, ERP) and support continuous improvement initiatives where applicable.
- Support internal and external audits by ensuring that procurement processes were accurately followed by the teams, data in systems are recorded accurately, and procurement related documentation is stored in SharePoint.
- Leverage data as a strategic asset to manage operations.
- Develops and presents workshop, training, and conference communications about GSC and task order teams as needed.
- Contribute to the development and delivery of onboarding materials and sessions to new COVID-19 RM staff working on the GSC team to ensure understanding of products, processes and systems related to the task order’s products.
- Promote knowledge sharing across GSC and GHSC-PSM consistent with project priorities.

Qualifications
- Bachelor’s Degree in a relevant field plus 8 years of experience in procurement or supply chain management, or related field.
- Experience working with USAID projects or with other international organizations a plus.
- Experience developing work plans, timelines, benchmarks, and problem-solving critical project management issues with a team.
- Ability to work collaboratively with a team under time pressure with calm leadership while moving the team to achieve a time bound deliverable.
- Ability to work across multiple teams and disciplines, communicating clearly and collaborating effectively, orally and in writing.
- Ability to analyze and present data in infographics and data visualizations.
- Proven analysis and organization skills working in a cross-cultural environment.
- Willingness to work overseas for up to 2 to 4 weeks per year; experience living or working in developing countries a plus.
- Strong organizational and administrative skills, word processing abilities, knowledge of MS Office applications, and attention to detail, ability to manage multiple competing priorities at once, excellent customer service skills.
- Professional level of oral and written fluency in English required, proficiency in French or Portuguese preferred.
- Ability to effectively lead meetings and demonstrated presentation skills.
- Ability to work independently and as part of a team.
- Supervisory experience preferred.

The Salary Range for this position is expected to be: $103,680 - $129,600.
An employee’s pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.
