Program Background
Prospera is an
eight-year programme building on two decades of Australia’s support for
economic governance in Indonesia. Prospera incorporates 15 Australian
Government agencies and over 200 expert advisers and programme staff from
diverse backgrounds. Prospera also collaborates closely with the Katalis
programme to realise the benefits of the Indonesia-Australia Comprehensive
Economic Partnership Agreement.
Prospera’s
goal is to contribute to strong, sustainable, and inclusive economic growth in
Indonesia through three breakthrough outcomes:
Underpinning these breakthrough areas are three enablers: capable and
coordinated institutions that support Indonesia’s development transition;
gender equality and disability inclusion are advanced; and government of
Indonesia and Australia partnerships strengthen.
Prospera
commenced in March 2018 and will conclude in February 2026.

The Role
Prospera is seeking the services of a Data Integration & Governance
Specialist to collaborate with key counterparts in the Government of Indonesia
(GoI) responsible for managing the rollout and utilization of the National
Social and Economic Single Data (Data Terpadu Sosial Ekonomi Nasional –
DTSEN). The consultant will support Prospera, and key counterparts – including
Statistics Indonesia, Bappenas, the National Economic Council (DEN), the
Ministry of Social Affairs (MoSA), and the Ministry of Communications and
Digital Affairs (Komdigi) – in ensuring successful delivery of project
objectives and key deliverables.
President Prabowo Subianto has announced the establishment of a unified,
by-name-by-address (BNBA) database on individual and household socioeconomic
conditions — Data Tunggal Sosial Ekonomi Nasional/ The National Social and
Economic Single Data (DTSEN) — through the issuance of Presidential Instruction
No. 4/2025. This initiative mandates 18 ministries and agencies to engage
across the DTSEN data lifecycle, with Statistics Indonesia (Badan Pusat
Statistik – BPS) designated as the lead agency responsible for integrating the
three foundational datasets: Socio-Economic Registration (Registrasi Sosial
Ekonomi - Regsosek), Integrated Social Welfare Database (Data Terpadu
Kesejahteraan Sosial - DTKS), and Targeting Database for the Acceleration of
Extreme Poverty Eradication (Pensasaran Percepatan Penghapusan Kemiskinan
Ekstrem - P3KE). BPS is mandated to integrate these datasets and share the
resulting DTSEN data with the Ministry of Social Affairs (MoSA), the
Coordinating Ministry for Community Empowerment (Kemenko PM), and the Ministry
of National Development Planning (Bappenas). These three agencies — in
coordination with the National Economic Council (DEN) — are also working to
ensure that the integrated data is utilized in the upcoming pilot of digital
social assistance delivery.
To support the above effort, Prospera will contract a consulting firm to
support its key counterparts in the Government of Indonesia (GoI) responsible
for managing DTSEN, including BPS (Statistics Indonesia), Bappenas, the
National Economic Council (DEN), the Ministry of Social Affairs (MoSA), and the
Ministry of Communications and Digital Affairs (Komdigi). The firm will play a
pivotal role in conducting a comprehensive assessment of the current data
governance landscape for DTSEN, including a review of the institutional
arrangements, legal framework, mandates, and operational procedures that
underpin its governance. The Data Integration & Governance Specialist will
work closely with Prospera, BPS and GOI counterparts, and
the selected firm.
