Program Background
Pacific Australia Skills is a significant Australian investment which stands to make a major contribution to supporting social and economic growth in the region through strengthening the skills and training sector across the Pacific and Timor-Leste. Pacific Australia Skills builds on the achievements of 17 years of Australian Government support for skills and training in the Pacific.
The Role
Pacific Australia Skills will establish and operate a Technical Skills Panel (TSP) as an implementation mechanism to mobilize training providers and technical experts on an on-demand basis in response to country priorities and labor market needs. The TSP will comprise a diverse range of providers including Pacific and Timor-Leste training organizations, large Australian RTOs including First Nations providers, specialized non-registered providers, and individual technical advisers. The Panel Lead will provide day-to-day operational management of all TSP functions, including provider sourcing, onboarding, assignment coordination, performance monitoring, and compliance oversight, reporting directly to the Director of Skills who maintains strategic oversight and quality assurance responsibilities.
Roles and Responsibilities
· TSP Operations Management: Coordinate end-to-end TSP operational processes including provider management, tender administration, onboarding logistics, progress tracking, completion verification, and administrative close-out in accordance with Pacific Australia Skills procedures and timelines.
· Provider Sourcing and Onboarding: Design and execute transparent, merit-based procurement processes to recruit and expand panel membership across all provider categories (Pacific/Timor-Leste providers, Australian RTOs, First Nations providers, niche specialists, individual advisers), including due diligence and contract coordination, contract negotiation support, provider registration requirements and TSP provider induction delivery.
· Assignment Coordination: Serve as primary operational liaison between Pacific Australia Skills country teams, country directors, skills and academic teams, and panel members to support approved scopes of work into deliverable training programs, within designated timelines, budgets, and defined performance and delivery KPI expectations. Performance Monitoring: Implement and maintain performance management systems for panel members including student completion KPI tracking, deliverable quality assessments, stakeholder feedback collection, and corrective action processes.
· Compliance Management: Ensure panel member adherence to all DFAT and Pacific Australia Skills safeguards and policies including PSEAH, child protection, fraud and anti-corruption, workplace health and safety, and environmental and social safeguards at assignment level, maintaining comprehensive compliance records.
· Cross-cutting Integration: Embed GEDSI, disability equity and rights, climate resilience, and locally led development principles throughout all TSP processes including selection criteria, induction programs, assignment design, delivery methods, and performance reviews.
· Panel Development and Learning: Convene regular panel coordination sessions and annual workshops to facilitate knowledge sharing, strengthen cultural competence, align delivery practices to country contexts, and maintain provider engagement and performance standards.
Selection Criteria
Essential Experience and Knowledge
· Educational Background: Relevant tertiary qualifications and/or equivalent professional experience in vocational education and skills development operations, program coordination, and procurement/contract management.
· Panel Management Experience: Demonstrated experience establishing and operationally managing multi-supplier technical panels, in the TVET/skills sector, including vendor sourcing, onboarding processes, performance management, and supplier coordination in complex multi-country programs.
· Pacific Skills Knowledge: Strong operational knowledge of Australian, Pacific and Timor-Leste skills systems, registered training organizations and providers, and Pacific and Australian regulatory environments, with the ability to coordinate and respond to labor market priorities and country-specific contexts.
· Compliance Implementation: Practical experience implementing DFAT compliance requirements and safeguards frameworks including PSEAH, child protection, fraud control, workplace health and safety, and environmental and social safeguards at operational and activity level.
· Cross-cutting Approaches: Demonstrated ability to include GEDSI, disability inclusion, climate resilience, and locally led development approaches in procurement processes, provider coordination, assignment management, and performance monitoring.
