Position Summary

PADF seeks a Colombia-based Deputy Chief of Party for an anticipated U.S. Agency for International Development (USAID) program. Working under the direction of the Chief of Party (COP), the Deputy Chief of Party (DCOP) is responsible for directing the programmatic aspects of the project; overseeing the technical short-term and long-term, teams; and ensuring that the project provides assistance within budget, schedule, and U.S. and local laws and PADF rules and regulations. Position is contingent on funding. Anticipated start date June 2020. Fluency in English and Spanish required.

Responsibilities

  • Lead oversight of program quality and objectives as assigned by COP and serve as a point of contact for technical and programmatic experts.
  • Manage all operational aspects of the project, including overseeing the activities of the financial, administrative, IT, and human resources.
  • Assist the COP in collaboration with the home office staff in work planning, activity design, scheduling, and implementation and in drafting technical justifications for USAID approvals, reporting and budgeting.
  • Ensure activities are integrated and fully leveraged for the project exceeds expected results and build synergies among activities.
  • Supervise administrative staff and oversee the recruitment, hiring, employment agreements, and onboarding process including mobilization in coordination with the home office HR team.
  • Maintain project manuals based on PADF’s policies, such as the project office operations, procurement, accounting, travel, transportation, health safety and security, and emergency response.
  • Oversee reporting to the home office on estimated costs to complete the program, potential risks to successful implementation, and monthly financial accrual reports.
  • Oversee the review of bank records for accuracy and ensure compliance with home office accounting guidelines and US Government financial management regulations.
  • Prepare detailed monthly and quarterly financial reports for USAID.
  • Prepare and negotiate complex budgets with subcontractors.

Qualifications

  • A master’s degree or higher in a relevant field
  • At least ten (10) years of professional experience providing management of operations and technical topics on a USAID-funded project. Prior experience with large scale (+20MM) and complex projects is preferred.
  • Demonstrated knowledge, skills, and experiences in operations, financial oversight, management, and support functions.
  • Experience supervising large teams in-person is required. Combination of in-person and remote management experience is preferred.
  • Knowledge of USAID rules and regulations.
  • Ability to handle a high volume of large and complex tasks.
  • Strong oral and written communication skills.
  • Experience working in Latin America and the Caribbean is preferred.
  • Fluency in English and Spanish (reading, writing and presentation skills) is required.
