Job Description

In the scope of a mid-term strategic evaluation of the current development cooperation program between Laos and Luxembourg, we are looking for four experts in total, each covering one of the four priority areas of the program. The priority areas are : 

  • Health and nutrition with a focus on universal health coverage, maternal and child health services, as well as resilience to climate-health risks.
  • Skills development and employability with a focus on vocational education and training (TVET), alignment of skills development with labor market needs, gender equality and inclusion of disadvantaged groups, as well as enhancing private sector engagement.
  • Local development with a focus on improving livelihoods in rural areas, food security, natural resource management, climate change adaptation, local governance and participatory planning.
  • Inclusive governance and rule of law with a focus on promoting transparency, accountability, effective public service delivery, legal education and access to justice, as well as enhancing public awareness of legal rights and responsibilities.

Our focus lies on working preferably with local experts (based in Laos and speaking the local language as well as English) with a solid track record (ideally previous experiences with international development agencies).

The mission is expected to start end of September and finish in February with a workload of approximately 10 person days per expert.
