Project Summary:

USAID/North Macedonia Partnership Against Corruption (PAC) Activity intends to partner with the Government of North Macedonia to identify common priorities and co-create and co-invest in activities that strengthen national-level systems to reduce institutional vulnerabilities to corruption, and for the government and other anti-corruption entities to take action to address corruption when it occurs.

Position Summary:

The Digitalization Expert will provide technical leadership, management, and oversight for the design and implementation of Activity interventions to support the government’s digital transformation. The Expert will lead the overall component team under the Activity that is responsible for identifying priority public services and systems, improving business processes, and developing digital solutions that reduce the risk of corruption and increase efficiency and coordination in public service delivery. This position will enhance the ability of government bodies at the local and national levels in North Macedonia to deliver transparent government services that reduce opportunities for corruption. This position will also be responsible for overseeing the design, development, upgrading/maintenance, and handover of secure and sustainable e-governance systems.

Responsibilities:

  • Lead the overall design, planning and execution of activities to identify priority public services and systems.
  • Improve service delivery processes and develop digital solutions that reduce risk of corruption and increase efficiency and coordination in public service delivery.
  • Provide technical assistance, capacity development, and training to support government counterparts’ efforts to reduce corruption through digital transformation.
  • Provide technical expertise and serve as a point of contact for government counterparts supported through the Activity’s digitalization component.
  • Manage staff and consultants under the Activity’s digitalization component and supervise their work and deliverables, ensuring adherence to contractual requirements and timelines and providing quality assurance.
  • Develop activity scopes of work and consultant terms of reference as needed.
  • Coordinate with relevant stakeholders to ensure that civil society organizations, the private sector, media, and public can monitor the implementation of e-governance reforms and systems.
  • Provide oversight of e-governance systems and other information technology (IT) solutions developed under the Activity.
  • Contribute to the development of the Activity’s key deliverables and reports by leading the drafting, editing, and timely submission of required inputs and data related to the digitalization component.
  • Carry out other duties as assigned by the Chief of Party.

Qualifications:

  • Master’s degree in computer science, information technology, business, public administration or related field required.
  • Minimum seven years of experience assessing, designing and implementing digitalization and/or digital transformation projects required.
  • Ability to partner with government, private sector and/or other stakeholders.
  • Understanding of business process improvement and emerging digital trends.
  • Fluent in Macedonian and/or Albanian orally and working proficiency in English required.
