Director, Economic Governance

Program Overview

The PNG Governance Facility (PGF) is an innovative governance initiative in Papua New Guinea, aimed at contributing to security, stability, basic service delivery and inclusive growth for all Papua New Guineans. The PGF will be responsible for the design and implementation of most of Australia’s future governance portfolio under the strategic direction and oversight of the Australian and PNG Governments.

Role Summary

The Director, Economic Governance will have the opportunity to work with the Governments of Australia and PNG to implement their shared vision of strengthened economic governance in PNG. This will include promoting sound macroeconomic management; optimising revenue and expenditure; fostering competition and open markets; and enhancing productivity. This pivotal leadership role will report to the PGF CEO and work closely with Program Directors to:

• Provide strategic and technical management oversight of the Economic Governance Delivery Strategy for PGF; including strategic planning, stakeholder management, providing high quality advisory services, building institutional linkages and facilitating high quality knowledge creation, management and dissemination;
• Ensure that principles of gender equality and social inclusion are mainstreamed throughout the whole economic governance work stream, as well as piloted in innovative and high-impact initiatives;
• Provide robust operational management for the economic governance work stream, including program implementation, budget management, risk management and reporting, and
• Drive cohesion and efficiency throughout PGF through seeking (and acting upon) opportunities for greater collaboration with similar initiatives across different sectors and geographies.

The successful candidate will bring

• Advanced qualifications in economics, development, public financial management or related a field;
• 10+ years of senior management experience in the development and implementation of economic governance programs in a developing country context;
• Deep understanding of political economy issues, including an understanding of how power relations within government can have major impacts ion program selection, design and implementation;
• Experience working with central government agencies (finance, treasury, planning, or similar) highly desirable;
• Exceptional interpersonal skills and proven experience in developing and maintaining relationships with senior partner government officials, donor representatives and other key stakeholders;
• Ability to build effective teams and lead collaboration and cooperation and enabling program coherence towards a clear vision and direction;
• Exceptional communication skills, including the ability to lead and manage high quality reporting, knowledge and communication products.
