Job Description

Introduction to the Strengthening Ethics and Integrity in South Africa Project (SEIP)
Cowater is implementing the SEIP in South Africa; a collaboration between the Government of South Africa and the Government of Canada to increase accountability, efficiency and transparency of the public administration in delivering gender responsive services to the South African public. SEIP’s main counterpart and beneficiary is the Department of Public Service and Administration (DPSA).

SEIP is providing technical assistance to assist the DPSA in the design and operationalization a new specialized Ethics, Integrity and Discipline Management Technical Assistance Unit (PA-EID-TAU) in the department, responsible for supporting the public administration at the national, provincial and municipal level in improving ethics and integrity.

Cowater is initially supporting the research and design of the unit and will then pilots it’s various services and operations and support the initial implementation across government. Technical support is being provided to DPSA in areas relating to Protected Disclosures, Conflict of Interest, Investigations, Lifestyle Auditing, Discipline Management and Advocacy/Communications.

ANTICIPATED LEVEL OF EFFORT
Part time, estimated 150 days between July 2021-December 2024

LOCATION OF ASSIGNMENT
Consultant’s Home Office (remote TA); South Africa (local consultants only, if applicable)

SUMMARY OF THE POSITION
Cowater International has an immediate part time position opening in the Strengthening Ethics and Integrity project (SEIP) in South Africa. As a key player in the SEIP multidisciplinary team, you will assist PA-EID-TAU to improve and strengthen Discipline Management across three spheres of government (National, Provincial and municipal).

The Consultant will contribute to providing strategic inputs, develop norms or standard, provide analysis, improve information management systems, and provide strategic counsel or recommendations on discipline management related issues. The Consultant will also contribute to building training material on specific Human Resource Management and Disciplinary matters, provide training to public employees such as ethics officers, labour relations and HR officers to support the roll out of ethics, integrity and discipline management systems.

The Consultant must possess a proven knowledge of HR matters especially in Disciplinary Management, have a good analytical capacity, excellent communication and organizational skills.

KEY RESPONSIBILITIES
Working with SEIP technical experts and the DPSA, the Consultant will be responsible for the following:

  • Conducting a review and analysis of discipline management trends in the public administration (per category, type of wrongdoing, etc.)
  • Providing strategic technical advice to SEIP and DPSA to improve current discipline management processes
  • Updating and/or developing norms or standard to strengthen discipline management in the public service
  • Identifying information to be incorporated in the DPSAs information management system
  • Providing strategic counsel and/or recommendations that consider best practices relating to discipline management topics
  • Develop training on specified topics related to Discipline Management (to be identified with DPSA)
  • Conduct Training for public employees on Discipline Management Topics for ethics officers, labour relations and HR officers

CONSULTANT PROFILE / EXPERTISE REQUIRED
The Consultant best suited to delivering this SEIP mandate will possess the following profiles, experience and/or capabilities:

  • A minimum of 10 years of experience in a HR department with relation to Discipline Management in order to support a wide range of stakeholders (managers, HR officers, etc.) regarding following topics:
    • Progressive disciplinary action
    • Resolve of conflicts and dispute
    • Sanction processes (including appeal)
    • Performance management and evaluation
    • Harassment
    • Application of Code of conduct
  • A minimum of 10 years’ experience in improving or developing HR policies with a strong focus on Discipline Management.
  • Experience working with government departments
  • Experience in developing training content for civil servants with subjects such: Training on the application of Disciplinary measures
  • Demonstrated skills of coordinating with different stakeholders and facilitating discussions.
  • Excellent written and spoken English and virtual presentation capabilities.

KNOWLEDGE
The Consultant must posses knowledge in the following areas:

  • Disciplinary processes and Labour & Employment relations
  • Management of disciplinary case
  • Quality improvement principle and best practices
  • Resolving conflicts and disputes techniques
  • Ethical and conflict of interest principles
  • Risk management principles (and mitigation)
  • Audit methods, programs and practices
  • Harassment principles
  • K knowledge of applicable Government of South Africa frameworks such as Legislation, regulations or regulatory bodies, Norms and standards, and Code of conduct (considered an asset)

SKILLS

  • Strong critical and analytical thinking
  • Demonstrated leadership in order to change culture, processes, methods or implements changes
  • Ability to conduct process and practices review with recommendations
  • Capacity to develop human resources policies aligned with organizational strategy and frameworks promoting a positive HR culture within government while minimizing risks
  • Ability to conduct research, in particular around in laws and regulations
  • Excellent communication skill (verbally and in writing)
