Job Description

Org. Setting and Reporting

  • Located in the Vehicle Regulations, Road Traffic Safety and Transport Innovations Section of the Sustainable Transport Division, Economic Commission for Europe, Geneva, Switzerland.
  • Works under the direct supervision of the P-5, Chief, Vehicle Regulations, Road Traffic Safety and Transport Innovations Section.
  • Overall supervision by the D-1, Chief of Service, Sustainable Transport Division.

Responsibilities

  • Provide secretariat services to intergovernmental bodies:
    • Group of Experts on the European Agreement concerning the Work of Crews of Vehicles engaged in International Road Transport (AETR)
    • Global Forum for Road Traffic Safety (WP.1), including its Groups of Experts
    • Prepare documentation, agendas, and reports for meetings; service the meetings; undertake follow-up actions.
  • Assist governments and intergovernmental bodies in updating and implementing UN/ECE legal instruments, resolutions, and recommendations.
  • Act as project manager for analytical work and capacity building in road traffic safety, including project design, implementation, and fundraising.
  • Contribute to global road safety initiatives, promoting accession to and implementation of UN road safety conventions.
  • Represent the secretariat at conferences and meetings within and outside ECE.
  • Ensure visibility of work and achievements in road traffic safety.
  • Supervise junior staff as needed.
  • Perform other related duties as required.

Competencies

  • Professionalism: In-depth knowledge of road transport, road traffic safety, infrastructure, and transport services. Project management experience. Ability to organize meetings and provide secretariat services. Incorporates gender perspectives.
  • Planning and Organizing: Sets clear goals consistent with strategies, identifies priorities, allocates resources, foresees risks, monitors and adjusts plans efficiently.
  • Teamwork: Collaborates with colleagues, values others’ input, supports group decisions, shares credit, and accepts joint responsibility.

Education

  • Advanced university degree (Master’s or equivalent) in economics, law, civil engineering, or related area required.
  • Further specialization in transport is desirable.
  • First-level university degree plus two years of qualifying experience may substitute for advanced degree.

Work Experience

  • Minimum of seven years progressively responsible experience in national or international administration or private enterprise related to road traffic safety.
  • Experience in servicing international meetings, including drafting meeting reports, is desirable.

Languages

  • Required: English – UN Level III (Reading, Writing, Listening, Speaking)
  • Desirable: French – UN Level II; Russian – UN Level II

Assessment

  • Evaluation may include an assessment exercise, followed by a competency-based interview.
