Responsibilities

As an Education Development Specialist, your duties will include:

  • Conducting analysis of the status of educational and digital connectivity for countries in the region.
  • Formulating programs that respond to education, connectivity, and economic performance and its importance reinforced through the educational response to COVID-19.
  • Representing Bureau interests to senior-level and other host government officials, as well as to representatives of local private sector and Non-governmental organization (NGO) entities.
  • Analyzing, and evaluating policy reform and sectorial adjustment programs for countries, sub-regions, and the region as a whole, that focus on key agency priority areas for education programming.
  • Reviewing Mission project planning documentation for coherence, relevance, programmatic realism, and adherence to agency policy and strategies.
  • Conceptualizing the mainstreaming of information, communication, and technology (ICT) issues in the education sector by researching, analyzing and proposing cutting-edge areas of work.
  • Identifying technology that can facilitate universal access to education, bridge learning divides, support the development of teachers, enhance the quality and relevance of learning, strengthen inclusion, and improve education administration and governance.

Qualifications

GS-13-You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) using principles and practices in the field of adult education (b) extending advanced concepts and methods to improve the quality and accessibility of education programs applicable to employees across a broad base of specialties. (c) implementing theories, methods, laws, and required directives to align assigned programs to the organization’s goals.

GS-14-You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) evaluating and developing educational programming and digital tools; (b) using methods for the assessment and improvement of complex education programs, processes and systems; (c) implementing USG/international, host-country laws, and educational reporting requirements, and lawmaking to make decisions or recommendations significantly changing, interpreting, or expanding important policies and programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. Education

This position has a positive education requirement. You must meet the following qualifications to be considered for this position:

Basic Requirements:

  • Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.

or

  • Combination of education and experience – at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below.

or

  • Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.

or

  • At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students’ progress, including a determination of the students’ success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students’ success or failure to meet course requirements does not meet this criterion.
