USAID-EGYPT ECONOMIC GOVERNANCE ACTIVITY (EGA) Monitoring, Evaluation, and Learning (MEL) Manager

Project Background: EGA is a five-year activity (2020-2025) funded by the U.S. Agency for International Development (USAID) as part of the bilateral agreement between the Government of Egypt (GoE) and the United States. This project, which is implemented by DAI Global LLC, will support the investment climate in Egypt through enhancing economic governance, and promoting administrative and institutional development in line with Egypt’s Sustainable Development Strategy (SDS) 2030; National AntiCorruption Strategy 2019-2022; and the Administrative Reform Vision of Egypt. In doing so, the project supports the efforts of the GoE to enhance the quality of public administration, through adopting more inclusive and efficient tools that ensure the needs and priorities of citizens and the private sector are reflected; thus, promoting a positive investment climate in Egypt. Purpose: The MEL Manager will lead EGA’s Monitoring, Evaluation, and Learning (MEL), overseeing a rigorous system of data collection and management that supports the Chief of Party and EGA senior management to assess performance and make evidence-based decisions about technical direction.

Responsibilities and Key Tasks:  Provide any necessary MEL expertise related to EGA technical objectives.  Work closely with EGA technical staff to track data, analyze results, and share lessons learned to inform project management and increase effectiveness of project activities.  Identify success stories for production to feed the learning objective.  Support the COP in establishing a culture of collaborating, learning, and adapting— fostering learning, innovation, and performance information feedback loops.  Institutionalize internal management debriefs, pause-and-reflect sessions, and stakeholder meetings.  Responsible for drafting, adapting and maintaining the project MEL Plan in line with USAID’s ADS Chapter 201, quarterly and annual reports, as well as annual work plans as applicable.  Work collaboratively and on an ongoing basis with project management to coordinate successful implementation of the MEL system.  Direct indicator tracking of progress throughout the project’s lifetime, highlighting potential areas of improvement and assisting with redirecting project activities to meet targeted results.  Work closely with the Gender and Social Inclusion Advisor on gender disaggregation and other gender specific data as part of the MEL process.  Work with project partners on designing, implementing, managing and reporting on research and surveys.  As required, consolidate monitoring reports and, in coordination with EGA management, analyze results to produce reports for submission to USAID.  Organize and provide additional MEL training to staff as necessary.  Meet with USAID counterparts to brief on MEL implementation.  Prepare for and participate in Data Quality Assessments (DQAs) carried out by USAID and ensure that EGA’s monitoring and evaluation systems meet all requirements.  Ensures data quality and conduct data quality spot-checking.  Other tasks as required.

Qualifications:

 Bachelor’s degree required; Advanced degree preferred.

 At least 10 – 12 years of professional experience.

 At least 7 years of experience in M&E positions.

 Previous experience planning for and implementing computerized information systems.

 Experience on USAID projects in monitoring and evaluation of governance reform or capacity development, with demonstrated capabilities in methodologies appropriate to complex change processes is desired but not required.

 Demonstrated experience designing and conducting data quality assessments and data audits.

 Experience conducting knowledge management and dissemination activities on similar programs.

 Demonstrated ability to work collaboratively with institutional and private-sector partners and stakeholders.

 Experience working with and supporting government counterparts.

 Experience training partners and/or staff in MEL.

 Proficiency with MS Office software.

 Strong communication skills - both written and oral – in English and Arabic.
