Position Description

ZemiTek is seeking an Evaluator to join our team and play a vital role in conducting an internal evaluation of the New Partnerships Initiative (NPI) Global Health Annual Program Statement (GH APS). This evaluation will not only assess our program’s performance but also contribute to our continuous learning journey on how to foster meaningful partnerships with new and local organizations.

The NPI GH APS is a groundbreaking effort aimed at forging partnerships with new, nontraditional, and local actors to advance global development goals. Situated within the Local, Faith, and Transformative Partnerships (LFT) Hub of the Bureau for Development, Democracy, and Innovation (DDI), NPI is at the forefront of transforming how we collaborate for a better world.

The NPI GH APS, in operation since 2019, is the cornerstone of our mission to engage locally based, new, and underutilized partners to amplify our impact in the health sector. This initiative has already made significant strides in reshaping the landscape of global health.

Location: Remote
Position Type: Consultant
Level of Effort: Approximately 30 hrs per week, but may vary
Work Schedule: November 1, 2023 - ~March 15, 2024
Salary Range: Starting at approximately $507/daily

Responsibilities

Objectives: Your role as an Evaluator will encompass a range of dynamic responsibilities, including:
1. Design: Define the scope, evaluation questions, review existing stocktaking, and develop a methodology for the evaluation.
2. Data Collection: Conduct key informant interviews, both in Washington, DC, and at USAID missions. Engage with prime task order implementers and consider conducting surveys and focus groups with grantees.
3. Analysis: Utilize qualitative analysis software (optional) to interpret findings.
4. Report and Presentation: Translate your insights into a comprehensive evaluation report and contribute to presentations that drive actionable change.
5. Other Tasks: Collaborate on additional tasks as assigned.

Deliverables: By the end of your tenure, you will deliver the following:
• Inception Report/Work Plan
• Data Collection Tools
• List of Potential Interviewees and Organizations
• Desk Review
• Mid Brief
• Out Brief
• Evaluation Report

Qualifications

Master’s degree or equivalent from an accredited college or university in a relevant field with
at least six (6) years of work experience relevant to international development.

We are seeking an Evaluator with a unique blend of skills and experiences:
• Extensive experience in planning and conducting key informant interviews and focus group discussions for research or evaluations.
• The ability to synthesize complex information into a polished report format.
• Desirable: Knowledge of how USAID works with implementing partners, including basic knowledge of assistance awards.
• Desirable: Health technical knowledge, but not required.

• Familiarity with international development and localization.
• Experience in designing surveys and evaluations.
• Proficiency in quantitative analysis for interpreting results.

Note: This position may require occasional travel to USAID missions and other relevant locations.
