Job Description

Short Term Adviser for 60 days from January 2026 - January 2027 (with the option to extend based on performance and the Head Contract length)

Program Background

The MCC-Solomon Islands Threshold Program is a partnership between the Millennium Challenge Corporation, a United States Government agency, and the Government of Solomon Islands. The program works to encourage sustainable development by investing in the country’s forestry and tourism sectors, creating business opportunities, and ensuring a more sustainable future for Solomon Islanders.

Objectives of Role

The position is for a qualified Finance and Budget Manager for the Millennium Challenge Corporation-funded Solomon Islands Cross Cutting Program Support (CCPS) under the Threshold Program for Solomon Islands.

This role will provide day-to-day financial support management of the Lifetime Budget (LTB), review the cash flow forecast, monthly WIP report and fund request and provide Team Leader with the variance report and MCC Financial Analysis Report.

Roles and Responsibilities

The Finance and Budget Manager will be responsible for:

  • Day-to-day- financial management, budgeting and forecasting.
  • Providing support and backup to the Team Leader in all finance and budgeting for SITHP - CCPS.
  • Supporting the team to ensure SITHP - CCPS consistently operates within applicable financial, contractual, regulatory, statutory and commercial parameters.

The Finance and Budget Manager will support the Team Leader in the following:

  • Supporting the oversight of effective and efficient budget planning/forecasting, monitoring of expenditure against forecasts, accounting, cashflow forecasting and management.
Operational compliance, systems and reporting
  • Ensure compliance with Solomon Islands regulations (including taxation and corporate) and review all contracts, invoices and payments for relevant inclusions of local WHT, PAYE, NPF returns and submissions.
  • Ensure that SITHP - CCS finance operations are underpinned by appropriate, integrated and user-friendly systems and associated procedures.
  • Supporting the SITHP - CCPS Team Leader to meet financial and budgeting reporting obligations in a complete, timely and acceptable manner
  • Identify and implement improvements to the SITHP-CCPS financial management processes and systems to improve accuracy and efficiency.
  • Any other tasks as required by the Team Leader.

About You

Selection Criteria

Essential Experience, Capacities and Knowledge

  • At least five years of experience with overall responsibility for financial management, accounting and reporting for a complex or medium-large sized professional enterprise, government agency or donor-funded activity.
  • At least three years of experience working on an official development assistance program, or for a donor agency, in an operational capacity.
  • An undergraduate degree related to finance or accounting, from an accredited, recognised university.
  • High level of proficiency using the Microsoft Office 365 suite of applications, with the ability to acquire proficiency in other relevant applications.
  • Demonstrated ability to positively support and train staff in finance management and budgeting.
  • Excellent skills drafting concise narrative in English.
Desirable
  • Experience working with MCC funded activities.
  • Experience working in the Pacific region in a similar or related capacity.
