Program Background

Pacific Australia Skills is a significant Australian investment which stands to make a major contribution to supporting social and economic growth in the region through strengthening the skills and training sector across the Pacific and Timor-Leste. Pacific Australia Skills builds on the achievements of 17 years of Australian Government support for skills and training in the Pacific. 


The Role

The Regional Programming Manager will be responsible for the development and implementation of Pacific Australia Skills Regional Plan in close collaboration with the Director of Programs and the Regional Partnerships Lead. The Regional Programming Manager will establish and maintain relationships and partnerships with diverse stakeholders and be responsible for the day-to-day management and technical oversight of regional program activities including all aspects of portfolio performance and operations. The Regional Programming Manager will also support the Director of Programs in the management and coordination of the Country Programs portfolio. The role will contribute to Pacific Australia Skills policies, strategies and implementation approaches and support politically informed and locally led approaches.

Roles and Responsibilities 

  • Drive the development and implementation of the Regional Plan and related activities, ensuring it is aligned with DT Global and DFAT’s locally led approaches. 
  • Work closely with the Director of Programs and Country Director/Leads to ensure that regional program activities align with country-specific plans and opportunities, while also ensuring regional initiatives remain applicable and relevant at the country level. 
  • Support the Director of Programs in the coordination and management of the country program portfolio through regular engagement with Country Directors and their respective teams, including but not limited to monitoring progress of activity implementation, supporting coordination between country programs and the regional team, risk management, client and stakeholder engagement and management. 
  • Represent Pacific Australia Skills at relevant forums, and in collaboration with the Executive Leadership Team, maintain relations with DFAT, national governments together with skills and training sector stakeholders. 
  • Partner and stakeholder management contributing to strong working relationships with DFAT, training and skills sector stakeholders, which builds the profile and reputation of Pacific Australia Skills as a high performing development program. 
  • As a member of the Pacific Australia Skills team, contribute to program strategy development and work planning; integration of gender equality, disability and social inclusion, First Nation perspectives, climate resilience and other cross-cutting issues; foster a culture of collaboration and continuous improvement; contribute to measurement of results, lessons learned processes and production of reports.

Selection Criteria

Essential Experience and Knowledge 

  • Tertiary qualification in international development, skills or education or another relevant discipline. 
  • Extensive demonstrated experience managing in a complex environment, including establishing and maintaining relationships and partnerships across diverse stakeholders. 
  • Established conceptual, analytical and Thinking and Working Politically (TWP) skills including the ability to identify emerging issues, and expertise to resolve operational issues and manage innovative solutions to complex problems in an adaptive manner. 
  • Extensive demonstrated experience of working in the Pacific region in skills and training/or education. 
  • Proven ability to establish priorities, develop and manage budgets, achieve end-of- program objectives and to meet tight deadlines within a complex organization. 
  • Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies
