Position Title: Finance & Operations Deputy Manager (full-time)

Position summary and KEY tasks:

Nathan, a Cadmus company, is seeking to hire a Finance & Operations Manager for its USAID Zambia Revenue for Growth Activity (R4G). R4G supports the Government of the Republic of Zambia (GRZ) in its efforts to improve domestic revenue mobilization (DRM) and expand the fiscal space for public spending and investments in service delivery and poverty reduction. R4G engages both government and non-government stakeholders to build capacity in tax policy analysis, improve tax compliance and administration, and strengthen the tax culture in a manner that facilitates private sector growth and accountability relationships between taxpayers and the GRZ.

The USAID Revenue for Growth (R4G) Finance & Operations Deputy Manager will oversee R4G operational functions, including but not limited to finance, administration, logistics, procurement, and human resources. The key tasks to be performed are listed below. This contract will begin as a short-term (four month) full-time position, with the possibility of extension to long-term if Key Performance Indicators are successfully met.

The Finance & Operations Deputy Manager will report directly to R4G’s Chief of Party (COP).

The Deputy Manager will perform the following key tasks:

  • Oversee R4G finance operations and, as needed, perform project finance functions, including tracking the R4G budget and expenditures and ensuring proper reporting to USAID and the Home Office project management team;
  • Oversee R4G HR and admin operations and, as needed, perform project HR, procurement and administrative functions, ensuring that all procurement, hiring, and administrative efforts are in compliance with the R4G Field Office Manual;
  • Review all accounting statements, cash forecasts, and timesheets submitted to the Nathan/Cadmus Home Office;
  • Contribute to the drafting, evaluation, management (tracking deliverables, reviewing outputs, etc.) of R4G grants to ensure that the grants are implemented in accordance with the rules and regulations of USAID and Nathan/Cadmus;
  • Manage R4G operations and other staff as directed by and in close coordination with the R4G COP;
  • Support the recruitment and onboarding of local technical and administrative staff, as requested by COP;
  • Draft, review and/or proofread R4G progress (weekly, monthly, quarterly and annual) and other reports, as requested by COP;
  • As directed by the R4G COP, engage with USAID and/or other donor projects; and
  • Perform other tasks as directed by the R4G COP. All tasks will be conducted in Lusaka unless otherwise directed; no remote work permitted.

Qualifications & SKILLS:

The Deputy Manager is expected to possess the following qualifications and skills:

  • Bachelor’s Degree (Master’s preferred) in accounting, finance, international affairs/development, human resources, or other discipline relevant to the tasks to be performed
  • Extensive experience performing and managing project finance functions, preferably on USG donor-funded projects.
  • Extensive experience performing and managing HR and admin functions, preferably on USG donor-funded projects
  • Excellent interpersonal and team management skills; ability to manage intercultural relationships effectively. International work experience outside of Zambia strongly preferred.
  • Ability to manage staff effectively
  • Ability to work under tight deadlines and without supervision
  • Grants management experience strongly preferred
  • Knowledge of Zambian political and economic environment preferred
  • Experience working on USAID-funded projects preferred.
