Job Description

The Famine Early Warning Systems Network (FEWS NET) Early Warning Team (EWT) seeks a full-time food security consultant for up to 15 days per month, unless a higher level of effort is approved in advance. The anticipated period of performance for this consultancy runs from April 2022 through October 14, 2022, with the possibility of extension. This is a remote position supporting the FEWS NET EWT Home Office team based in D.C.. Candidates based only in the U.S. will be considered. FEWS NET is an integrated set of activities funded by the United States Agency for International Development (USAID) and is intended to provide timely, accurate, evidence-based, and transparent food security early warning information and analysis.

The food security consultant will support the Decision Support Group (DSG) and will work closely with other FEWS NET EWT colleagues in the home, regional, and field offices to accomplish the DSG’s two primary objectives: 1) facilitate development and communication of timely, high-quality, actionable decision support at the country, regional, and global levels and 2) build FEWS NET staff and partners’ food security analysis and strategic communications capacity.

Responsibilities :

• Reviewing and finalizing country reports, including Food Security Outlooks (FSOs), FSO Updates and Key Messages
• Assisting in the production, review, and finalization of food security alerts, as needed
• Contributing to the production of the monthly Food Assistance Outlook Brief
• Contributing to the production of the 12-Month Outlook and Update
• Contributing to the development and publication of special reports, as needed
• Contributing to the development of briefing materials, as needed
• Respond to ad hoc decision support requests from USAID/Washington and FEWS NET EWT staff
• Developing and producing other decision support, as needed
• Working with the decision support advisor and the FEWS NET Technical Team to identify potential crises as early as possible in select geographies and develop strategies to effectively communicate pertinent information on the crises, their causes, and potential response options to decision-makers.

Qualifications:

• Proficiency in written and spoken English and French is required; Spanish language skills are desirable.
• Bachelor’s degree in a discipline relevant to the work of FEWS NET, such as economics, agricultural economics, agronomy, nutrition, climatology, anthropology, or social geography is required; advanced university degree (Master’s degree or higher) is desirable.
• At least two years of relevant experience (with PhD), four years of relevant experience. (with Master’s degree), or six years of relevant experience (with Bachelor’s degree) is required. Relevant experience includes working on food security information systems, food security analysis, early warning, or other related fields; experience working with UN agencies and/or NGOs is desirable.
• Demonstrated ability to effectively conduct food security assessments, focus group discussions, and key informant interviews and to analyze data from relevant sectors using both qualitative and quantitative methods is required.
• Previous experience living and working in a region or country in which FEWS NET project staff work is desirable.
• Excellent interpersonal skills, including the ability to work well with field-based, local staff via telephone and e-mail are required.
• Excellent analytical, writing, editing, and presentation skills are required.
• Excellent computer skills including Microsoft office suite, Adobe Creative Suite, and database management are required.
• Familiarity with ESRI ArcGIS mapping software is desirable.
• Household-level food security analysis skills is desirable.
