Job Description

JOB SUMMARY

CARE Palestine in Gaza is seeking a global-level Staff Readiness Trainer for 2-3 months with immediate start, to strengthen safety and security management capabilities through comprehensive training delivery on site in Gaza. This short-term position will develop and deliver critical staff readiness training, conduct evacuation/relocation drills, and create onboarding packages for new staff and refresher training for existing personnel. The role focuses on enhancing CARE’s operational safety protocols and emergency preparedness in Gaza through practical, hands-on training that ensures staff are well-prepared to operate safely in challenging environments. The successful candidate will work closely with security teams to develop training materials for CARE Safety & Security SOPs and establish robust guard training programs. Given the extreme risk level environment and rapid pace of contextual developments, CARE is seeking a trainer comfortable in these working conditions and with the ability to responsively adapt as the context requires.

RESPONSIBILITIES:

Enhance Readiness of Staff for Rapid Response

  • Review, adapt, and deliver staff readiness training to international standards 
  • Deliver TMAT to staff teams 
  • Deliver evac/relocation drills from multiple sites, including development of checklists as needed and allocation of responsibilities
  • Develop onboarding training package for new staff as well as refreshers for current team
  • Develop training for CARE Safety & Security SOPs, including training plan, materials, and ToT sessions. 
  • As needed, provide support to international staff rotations and high-profile visits, in addition to staff readiness responsibilities.

Readiness of Guard Unit

  • Develop onboarding package for all guards to international standards, including checklists, schedules, review of protocols. 
  • Conduct training for all guards with co-facilitator, to ensure access controls, early warning system, community acceptance. 
  • Develop supervisor tools for management of guards and short protocol to link these. 
  • Develop a clear scope of work for the guards at various locations, daily duties, checklists, reports. Set standards for review of performance against clear matrix.

Required Qualifications:

  • Demonstrated experience in delivering CARE’s Staff Readiness Training as well as TMAT and Driver training
  • Train the trainer certification for safety and security training
  • First Aid/Trauma certification such as FPOS or First responder etc.
  • 7 years of experience of training in Safety & Security for humanitarian organizations.
  • Experience in Gaza or similar extreme risk level environments.
  • International mobility, with ability and willingness to enter to Gaza.
  • Strong skills in strategic communication, coordination and partnership with HQ/global leadership teams at operational risk and management levels.
  • Ability to break down complex security situations and safety assessments into clear protocols and analysis.
  • Proven expert capacity to mentor and coach national staff, and develop rapport within a short timeframe.
  • At least 5 years of experience of working for a humanitarian agency in a conflict setting.

Preferred Qualifications:

  • Bachelor’s degree in political science, international relations, humanitarian/development work, security risk management or related field.
  • 2-3 years work experience in the Middle East
  • Experience working in remote management and with partners
  • Arabic highly desirable
