Job Description

Chemonics seeks a Grants and Subcontracts Manger for USAID’s Green Recovery Investment Platform (GRIP). GRIP’s objective is to mobilize private finance and private sector actions that support the transition to an equitable and resilient net-zero economy while stimulating recovery from the COVID-19 pandemic. GRIP will be managed by a core, Washington D.C.-based team of senior experts in impact investing, climate finance, resilient economies, grants and subcontractor management, and inclusive development. In partnership with USAID Missions globally, GRIP will co-design buy-in scopes of work and budgets with Mission teams to implement activities tailored to climate context of countries.

The Grants and Subcontracts Manager will help design, structure, and administer GRIP’s catalytic grant and subcontracting activities, setting the the foundation of the activity’s effort to mobilize at least $2.5 billion in non-USG capital.

Responsibilities:

  • Independently manage a grant and subcontracts portfolio (TBD) of buy-ins from a range of USAID missions and bureaus, ensuring operational efficiency, including quick, well-scoped procurement processes
  • Provide operational and compliance oversight of grants and subcontracts under buy-ins
  • Serve as one of GRIP’s principal managers of the Results Management System (RMS) for subcontract and GUC tracking and efficient remote management, promoting consistent RMS use and ensuring sound data quality for grants and subcontracts management
  • Ensure portfolio of GRIP subcontracts and grants align with the activity’s inclusive development strategy, support private-sector risk sharing objectives, and adhere to an overall 1:10 leverage of non-USG finance
  • Provide grants and subcontracts lifecycle management; negotiate and verify payments for results with MEL director input
  • Embrace innovative pay-for-results models; execute agreements to pay for achievement of milestones that show progress and impact
  • Work closely with senior GRIP leadership team to develop the Grants Procedures Manual and then oversee its implementation, including through mission buy-ins
  • Ensure implementation of clear approach for ensuring grantee diversity; engage and build capacity of local organizations to receive USAID funding
  • Design, structure, and competitively tender grants and subcontracts, and implement buy-ins from missions, bureaus, and independent offices that contribute to climate finance, mitigation, and adaptation goals

Qualifications:

  • Bachelor’s degree required; advanced degree in international development, communications, business administration, or other relevant field preferred
  • Minimum 5 years of progressively responsible experience with USAID programs in grants and subcontracts management required, including but not limited to the use of innovative and performance-based grants and subcontracts
  • Demonstrated leadership, versatility, and integrity
  • Knowledge of USAID and other federal agency regulations and policies required, with ability to navigate USAID rules and regulations governing project compliance, procurement, and financial management
  • Experience or knowledge of pay-for-results approaches to grants and subcontracts preferred
  • Strong written communications skills
  • Ability to innovate, be creative, and negotiate multiparty win-win agreements with appropriate risk sharing and ability to adaptively manage, including structuring milestones
  • Experience working on projects that touch on climate change, carbon finance, or private capital mobilization preferred; experience working in private sector engagement and/or agriculture, energy, water, or other relevant sectors a plus.
  • Fluency in written and spoken English required; additional language fluency strongly preferred.

The Salary Range for this position is expected to be: $84,320 - $105,400.
