Job Description

DI is seeking to hire a Grants Manager for an anticipated five-year Strengthening Civil Society System (Sawt) Activity in Jordan funded by USAID. This activity will aim to discover new ways of developing sustainable civic engagement through civil society and digital media. This will be a full-time position based in Amman, Jordan and will be contingent on award and funding. The anticipated award start date is estimated to be in November 2021.

The Grants Manager is responsible for oversight of the activity’s procurement, including preparation of all procurement documents required for successful implementation of the activity, including a grants manual, grant templates, grant approval requests, etc. The Grants Manager will work with all project grantees to provide technical support as needed and guidance on DI and USAID policies, ensure compliance with the Performance Monitoring & Evaluation Plan, and facilitate coordination among the partner organizations. The Grants Manager will make site visits to monitor the implementation of grantee activities, and receive and review monthly and milestone data and reports from the partners. The Grants Manager will be responsible for ensuring high quality deliverables and compliance from grantees.

Essential Job Duties:

The position’s responsibilities will include:

  • Manage and support all programmatic and financial aspects of grants awarded throughout the life of the project;
  • Oversee grant application processes, selection procedures, management, and reporting;
  • Collect data and reports from grantees;
  • Work with grant recipients to ensure that the award implementation conforms to USAID requirements and ensure post-award management in accordance with relevant regulations, including but not limited to reporting, audits, etc., in accordance with USAID policies and procedures;
  • Support organizational capacity assessment (OCA) process for each grantee and support grantees to address OCA-identified capacity needs;
  • Implement procedures and provide policy guidance and interpretation for program staffers and grantees to ensure adherence to grant management procedures;
  • Build the capacity of potential grantee organizations to ensure successful grant project implementation;
  • Review and analyze budget estimates to discern reasonableness, consistency, and whether expenses are allocable and allowable;
  • Track and review grants and contracts through the payment cycle, ensuring compliance with USAID agreements and DI policies;
  • Support colleagues on the Finance and Operations team to produce monthly financial projections, monthly and quarterly accruals reports, and manage the budget and cash flow as they relate to grants; and,
  • Review and contribute to internal reports, annual workplans, quarterly and monthly reports.

Secondary Job Duties:

  • Provide administrative, operational, and programmatic backstop support as needed

Qualifications:

  • Bachelor’s degree and relevant work experience of 7 years;
  • Substantial related experience working in project grant management for NGOs, with strong knowledge of international donor requirements;
  • Familiarity with project finance management, including financial controls, accounting, auditing; and
  • Fluency in English (both spoken and written).
  • This position is open to both expatriates and Jordanian citizens.

Reporting:

  • This position reports to the Chief of Party
  • Direct reports may include the DI Jordan Grants team.
