The International Development Law Organization (IDLO) is a public international organization, established by an international agreement, with its headquarters in Rome, Italy. IDLO’s mandate is to promote the use of legal resources in the development process in developing and transition economy countries. It fulfills this mandate through training, technical assistance, research and publications. To date, more than participants from 175 countries have attended IDLO training programs in Rome and around the world. IDLO will set up a monitoring and evaluation function within the Organization and is looking for a qualified expert to build it and is therefore looking to recruit a:
HEAD OF MONITORING AND EVALUATION
Under the overall supervision of the Managing Director and Chief of Operations; the incumbent will be responsible for the following key duties;
To manage the design and development of appropriate monitoring, evaluation and research systems, indicators and tools for IDLO offices and programs worldwide
• To ensure that all IDLO programs have appropriate monitoring and evaluation frameworks, indicators and tools in place, in line with global best practices and general requirements of donors; • To design and oversee evaluation and research initiatives to be undertaken internally within IDLO; • To lead on the continual review and improvement process with regards to IDLO’s monitoring and evaluation function; and • To ensure that appropriate systems are in place to make certain that monitoring and evaluation informs programs implementation and development.
To oversee the successful implementation of M&E and research across IDLO, including building the capacity of IDLO staff
• To coordinate implementation of larger M&E projects, such as baseline and end-line surveys; • To coordinate and conduct analysis of impact evaluation data, to a donor-presentable standard; • To build the capacity of IDLO staff involved in the design, implementation and use of programs monitoring and evaluation; and • To ensure that monitoring data is analyzed to an appropriate standard and that results of analysis inform program implementation at office, program and organizational levels.
To manage the production of evaluation, research and other technical reports and their dissemination both externally and internally *
• To manage the production of quality evaluation and research reports providing quality empirical evidence as the basis for learning and development on IDLO programs; • To contribute to the preparation of reports for donors and other stakeholders, in line with technical reporting requirements; and • To ensure that reports are available in appropriate formats for key IDLO audiences.
To ensure that evaluation and other findings are appropriately disseminated and fed back into the work of the organization
• To contribute to the presentation and dissemination of monitoring and evaluation findings to all appropriate stakeholders, including within IDLO, donors and partners; and • To ensure that key findings from monitoring and evaluation are fed into programs design and decision-making, via the IDLO learning structures.
To manage the finances of the M&E function within IDLO
• To develop and manage the annual M&E Unit budget and contribute to development of annual program budgets; and • To provide regular expenditure reports.
Other duties required from IDLO Head of M&E Unit include e.g., contributing to preparation of IDLO’s funding proposals.
MINIMUM QUALIFICATIONS AND EXPERIENCES:
Education:* University graduate in a relevant subject (development, social science, health promotion, etc.).
Experience: 5 years’ experience working in the development sector, 3 years’ experience working in monitoring and evaluation, preferably in the area of Governance and Rule of Law promotion.
Competencies: Solid understanding of contemporary development issues. Strong analytical (quantitative and qualitative) and report-writing skills.
Languages: Fluent in English, preference for French, other languages an asset. Computer literate – experience working with Word, Excel and Access, Power Point. Experience of working in a multi-cultural environment.
Other: Excellent interpersonal and communication skills including demonstrated competency in working effectively with other national and cultural backgrounds using courtesy and tact. Ability and willingness to work in a team.
TERMS AND CONDITIONS:
Level and remuneration: Salary range from P3 (US$ 47,653) to P4 (US$ 57,260) plus benefits, depending on the qualifications and experiences,. The salary and related benefits are net of taxes but subject to various deductions, such as medical insurance and contributions to the IDLO Provident Fund. The amount is net for non-Italian nationals and non-permanent residents and gross for Italian nationals and permanent residents.
Contract type: 12 months term contract, renewable. Probation period.
Duty Station: Rome, Italy
Entry on duty: As soon as possible.
