Functional responsibilities
TheMonitoring, Evaluation and Reporting Analyst will be responsible for the below listed tasks.
Contribute to the development of an M&E Strategy for the Country Office Programme, in line with the vision of the MCO.
Provide support to the Project Manager in the design, development and implementation of the Monitoring and Evaluation Framework, Plan and performance monitoring system for the project(s).
Develop and maintain a system that collates information on all project activities that need to feed into the project M&E framework.
Collects all relevant data and facilitates the implementation of feasibility and baseline studies where appropriate.
Develops a field monitoring plan based on agreed upon progress and target indicator sets.
Assists in problem solving and the development of remedial actions ensuring that any disparity between planned and actual outputs are addressed.
Conduct monitoring and supervision field visits, and support other relevant stakeholders in conducting the monitoring field visits, against the approved monitoring plan.
When required, provides technical support and training to UNOPS partners to strengthen M&E systems, the recommended reporting and monitoring formats & guidelines.
Facilitates the implementation of regular and periodic project evaluations.
Reviews and assists all field locations in attendance uploads and payment generations in liaison with the cash transfer specialist .
Contribute to development of standard recording and reporting formats for different projects based on the results frameworks and reporting requirements.
Responsible for preparing draft reports for review and finalization by the PM
.Provides support in preparation and/ or review of project reports, providing appropriate comments and prepare consolidated annual reports.
Ascertain quality data management.
Maintain high data quality standards and ensure the collection of data follows the UNOPS guidelines.
Develop an efficient database for compiling, analyzing and reporting monitoring findings.
Conduct regular data quality checks.
Collaborate with the Communications team in the elaboration of projects Communication and Visibility strategy and implementation plan in line with donors and UNOPS guidelines.
Work with the Project Manager to provide input to the communication unit for provision of information relevant to periodic reporting internally and externally for the CO.
Assist project management team to provide project performance report to funding sources and clients.
Ensure alignment of reports with corporate, donors or other stakeholders reporting templates and regulations.
Contribute to the development of communications materials through the collection and collation of quantitative and qualitative data.
Develop close working relationships with all project participants and stakeholders; establish and maintain good working relations with all relevant stakeholders.
Develop of schedule of meetings for maintaining close liaison with national authorities and other relevant organizations.
Coordinates and provides technical support to conducting of external and internal evaluations (including Results Oriented Monitoring (ROM) exercises by EU).
Coordinate support to various donor- and UNOPS-led assessments.
Coordinate responses to data-requests from donors.
Take part in meetings and/or workshops with government, UNCT, donor M&E as well as related partner meetings to ensure improved coordination in monitoring and evaluation of the projects.
Develop process for knowledge management within the project including recording of lessons learnt and best practices.
Supports the project(s) and the PMO to ensure lessons learnt are identified, captured and shared in a timely and appropriate manner.
Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building.
Participate in, and advocate PMs’ participation in, relevant Communities of Practice.
Actively contribute to piloting and mainstreaming digital solutions and efficient tools for the implementation of MEL systems.
The effective and successful achievement of results by the Monitoring, Evaluation and Reporting Analyst ensures the project is delivered according to the Project’s design and as per the Results Framework, that key data is regularly shared and is accessible to key stakeholders.
This consequently reinforces the visibility and image of UNOPS as an effective service provider in project services and management and strengthens its competitive position as a partner of choice in sustainable development and project services in all challenging work environments. Given the current political and humanitarian situation in Sudan, the projects implemented under the Sudan office would support and strengthen UNOPS presence and visibility in Sudan.
