Job Description

Org. Setting and Reporting
The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region. The position is located in the HR Advisory and Client Management Unit, Human Resources Management Section (HRMS), in the Division of Administration. The incumbent reports to the Chief of HR Advisory and Client Management Unit.

Responsibilities
Under the direct supervision of the Chief of HR Advisory and Client Management Unit, and overall supervision of the Chief of HRMS, the incumbent is required to perform the following functions:

Recruitment and placement
• Assists in the filling of posts in the professional category, particularly the completion of pre-recruitment formalities, calculating salaries and related benefits, preparing and dispatching offers of appointment and Statement of Emoluments.
• Coordinates the on-boarding process for staff in the professional category, including medical clearance, travel arrangements, shipment of personal effects and visa matters.
• Tracks and updates status of recruitment.
• Coordinates the release/reporting of selected candidates with managers and other HR officers.
• Initiates induction process for new staff members.
• Prepares personnel actions.

Administration of entitlements
• Advises staff and administrative assistants in substantive offices on HR related matters, in particular those related to benefits and allowances.
• Reviews and processes staff members’ entitlement related claims and other HR-related matters, including dependency allowance, education grant, rental subsidy, mobility and related allowances, medical insurance, group life insurance, pension fund, and time and attendance (covering overtime, night differentials, compensatory time off, sick leave, special leave without pay, and flexible working arrangements).
• Processes relevant Personnel Actions and entitlement transactions in “Umoja”, an enterprise resource planning software, and maintains/updates relevant database and reference tables.
• Processes the movement of Professional staff on transfer/secondment/loan within the UN system of organizations.
• Undertakes monitoring functions on selected entitlements and follows up on cases identified for the purpose until closure of each case.
• Reviews and processes data pertaining to conditions of service.
• Manages i-Clearance for separating staff members upon expiration of appointment, early retirement, retirement, resignation and termination of appointment for health reasons or disciplinary actions.

Staff development and career support training
• Assists in the organization and conduct of briefing sessions on allowances and benefits.
• Coordinates logistics and administrative support to briefing sessions organized by the Unit.

General
• Monitors contractual status of staff members and timely extension of fixed-term appointments by utilizing reporting functionalities in HR systems.
• Supervises the maintenance of automated databases and the centralized reference and filing systems.
• Provides general office support services; drafts and/or processes a variety of correspondence and other communications.
• Sets up and maintains reference files/records (electronic and paper).
• Maintains and reviews organizational staffing tables; generates and reviews business intelligence reports from the enterprise resources planning system.
• Maintains automated database containing HR related statistics and prepares periodic reports.
• Assists in the preparation of necessary documentation for distribution to various offices, as well as submissions to Headquarters.
• May provide guidance/training to less experienced staff.
• Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
• Assists with visualizations and updating information material such as web pages or brochures.
• Performs other duties as required.

Education
High school diploma or equivalent is required. A first-level university degree may be accepted in lieu of two years of required experience.

Work Experience
A minimum of seven years (or five years if graduated with a first-level university degree) of progressively responsible experience in human resources management, administrative service or related area is required.
Experience working with Enterprise Resource Planning system such as SAP, Umoja is desirable.
Experience in administration of staff contracts, benefits and entitlements is desirable.
Experience in the United Nations Common System or in international organizations similar to those in the UN Common System is desirable.
1 year or more of experience in data analytics or related area is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Assessment
