Job Description

Responsibilities

As a Human Resources Specialist you will:

  • Provide clerical and technical support in the areas of recruitment and placement, security processing, personnel actions processing, and employee relations/benefits.
  • Initiate and process pre-employment background investigations and drug testing.
  • Perform reviews of security information and documents submitted and keeping track of those in progress.
  • Maintain and manage a variety of personnel files such as the Electronic Official Personnel File (eOPF) system.
  • Provide assistance and guidance with new employee on-boarding and in-processing requirements.
  • Apply a wide range of HR concepts, principle, laws, regulations and practices in the areas of recruitment and placement.
  • Consult with managers, supervisors, employees, etc. to interpret and apply laws, regulations, policies, etc. on various HR functions.
  • Use of current HR database systems to query, retrieve and analyze information. (Such as HRconnect, EPIC, NFC, etc.)

As a Human Resources Specialist at the full performance level, your duties will include:

  • Researching and recommending alternative recruitment sources to attract the best qualified applicants.
  • Developing and applying recruitment and placement processes, rules, regulations, and laws; suggesting changes and new methodologies to management.
  • Evaluating staffing and recruitment programs to assess if they meet basic program goals and objectives and provide recommendations that meet immediate and long term needs.
  • Providing advice and guidance to managers regarding placement including special placement activities to attract well qualified candidates for positions.
  • Meeting with managers to develop adequate and accurate assessment questionnaires, vacancy announcements and recruitment strategies.
  • Providing benefits counseling to new hires and leading new employee orientation.
  • Developing and monitoring tracking reports and statistical data.
  • Providing position classification management advisory services that may encounter controversial issues.

Travel Required

Occasional travel - Overnight/overseas travel may be required.

Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy.

Qualifications

GS-09:

To qualify for the GS-09 grade level, you must have one year of specialized experience at the GS-07 grade in the Federal service or equivalent. Specialized experience is defined as: (1) processing/monitoring/tracking and or coding various personnel actions in HR and/or HR pay systems; (2) Querying various personnel database, retrieving, and analyzing information in order to complete assignments; (3) independently resolving discrepancies and corrects processing/pay errors; establishing and maintaining E-OPFs; advising on various human capital offerings, and counseling employees regarding various types of benefits.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration and/or Human Resources Management field(s) of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-11:

To qualify for the GS-11 grade level, you must have one year of specialized experience at the GS-09 grade in the Federal service or equivalent. Specialized experience is defined as: (1) conducting the full range of federal staffing and placement duties to include building vacancy announcements in an automated system, developing job analyses, assessing candidate qualifications, and issuing referral lists; (2) applying a wide range of Title 5 and excepted service staffing and placement regulations, policies, principles, and practices in order to provide guidance to managers; and (3) providing classification support to serviced organization.

OR

You have successfully completed a Ph.D. or equivalent doctoral degree, OR have successfully completed an LL.M. degree that is related to the position being filled, OR have a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
